    The United States should set up a fund to tackle infrastructure financing agreements in developing countries that produce a "model of authoritarian governance," a joint US-Democratic congressional committee said in a report on Wednesday.
    The US-China Security and Economic Review Committee has been drafting a report almost every year since 2002. It is responsible for monitoring the impact of China-US trade relations on national security.
    This year, the committee said China's efforts under the Belt and Road Initiative to finance bridges and digital networks in Asia, Africa and the Middle East give its government an excuse to maintain a military presence there.
    The report recommended that Congress establish a fund to help countries in areas where China is expected to expand its influence.
    The report also warned of the threat posed by China's approach to the fifth generation of wireless communications technology to America's national security and commercial interests.
    China says it wants the Belt and Road Initiative, launched in 2013, to improve trade and transport links in the world.
    Many Chinese companies and banks are involved in building and financing large ports, railways, freeways and bridges in countries including Kenya, Malaysia and Russia.
    The US committee said China was using the initiative "not only to promote and legitimize tyranny in general" but also to export standards for technology applications that could harm US companies and their presence in markets around the world.
    China is using the initiative to justify its military presence in some countries, she said.
    The committee recommended that Congress establish a fund to help countries, especially in the Indian and Pacific region, in areas such as digital communications, infrastructure and access to energy.
    In Beijing, Chinese Foreign Ministry spokeswoman Hua Chunying said on Tuesday that she had not seen the report.
    She said in a daily press briefing that China cooperates with other countries on the principles of respect and mutual benefit. She said the United States was welcome if it wanted to invest and help with projects in other countries.
    The committee's report warned against increasing Chinese influence on fifth-generation technology and the spread of Internet-connected devices that could be used to carry out an electronic attack.
