    [size=18]The parliamentary Finance Committee, on Thursday, on what has been circulated on the existence of fraud in the federal budget law for the year 2019.


    The committee said in a statement received Alsumaria News a copy of it that "what was circulated in the media that there is fraud in the Federal Budget Law for the year 2019 must be clarified the origin of the case because it was not transmitted in full details."






     
    She added that "the draft federal budget law reached the corridors of the House of Representatives on October 24 by the previous government," indicating that "was presented and discussed the issue to the House of Representatives to take a decision on the return to conform with the government program of the new government or accept with the formation of a joint committee between [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]The Cabinet[/url] and the House of Representatives for the purpose of the amendment of some paragraphs in line with the vision of the government has been adopted the second opinion and formed a government committee, which met with the Finance Committee twice to agree on some amendments to be [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]submitted[/url] to the [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]Council of Ministers[/url] and vote before sending them in final version of the House of Representatives.
     
    The Committee continued that "what was sent to the Committee is a draft and based on the discussions and observations of blocks and members of the Council and the extension of ministers and officials and institutions, academics and experts, has been modified a lot of texts," explaining that "the second version was sent some amendments to the draft budget law in the previous version and an official letter of Secretariat of the [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]Council of Ministers and[/url] sent to the Finance Committee for adoption. "
     
    She pointed out that "the second version was followed and after reading the first reading of the Ministry of Finance No. 25064 refers to some of the required amendments as the Minister of Finance authorized to follow up the amendment of the draft budget by the [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]Council of Ministers[/url] and a new book of the General Secretariat of the [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]Council of Ministers[/url]attached a new copy of the draft budget law Article 10 and amended schedules were sent to the Finance Committee on 10 January 2019 and some provisions were amended using the constitutional powers vested in us. Among the amended texts is the text of Article 10 in its entirety, as it has been reformulated and its substance in line with the Agreement Blocks and the public interest. "
     
    The committee explained that "the vote on the budget law was followed by a formal meeting and in the presence of the presidency of the Council and some committee that the amendment to the text of Article 10 was without the knowledge of the Ministry of Finance was not presented to the [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]Council of Ministers,[/url] but sent directly to the House of Representatives by the State Committee to amend the budget through the book Secretariat of the [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]Council of Ministers[/url] . "
     
    "Although the amended text has not been approved by the Council and the Finance Committee, we believe that any amendment or addition in the draft budget law is contrary to the law of effective financial management, which requires the approval of the [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]Council of Ministers and[/url] an official session."
