    MP of the province of Basra Rami al-Skaini, on Tuesday, that the policy of the state is encouraged to increase excesses and indiscriminate construction, indicating that some slums have turned into a hotbed of crime and wanted for the judiciary.
    "The local governments and service circles complain about the abuses and slums and their arguments to obstruct services," he said.
    He added that "the policy of the state and some service departments behind the spread of those slums and abuses," noting that "some departments provided the areas of the abusers and slums to establish a network of sanitation, electricity and water officially, while depriving official areas distributed from those services."
    "These outlying areas, restaurants and malls have been built since 2003 and so far where local governments and service departments have been for over 15 years," he said.
    He added that "some slums have turned into a hotbed of crime, wanted for justice and a hideout for many cases that violate the law."
