Al-Tamimi said in a statement to the Iraqi National News Agency ( NINA ): "The Public Health Law No. 89 of 1981 ... in Articles 44 to 50 of it, gave wide powers to the Minister of Health to declare disease-affected areas."
Al-Tamimi added: "The law also gave the minister the right to restrict the movement of wheels and access to cities, close shops and hand over buildings, transportation, animals, and suspicious farms, and he may request the assistance of the security services."
He declared: "The declaration of a state of emergency is an important situation and will be by a decision of two-thirds of the parliament at the request of the prime ministers and the Republic for a period of 30 days, and the cause of this epidemic will be determined, the use of security services in that and the implementation of legal penalties for those who violate it." / End 3[/rtl]
