Parliament is resuming its sessions amid expectations confirming the intention to amend the electoral law

Baghdad / Muhammed Sabah
The Presidency of the House of Representatives decided to resume the parliament’s sessions that have been suspended for a long time at the end of this month of August or the beginning of next September to pass a set of laws during the remaining period. Parliamentary expectations indicate that there is a possibility to amend some of the paragraphs of the early parliamentary elections bill.
The Legal Committee in the House of Representatives believes that prejudice to the election law and its amendment in the coming period will inevitably affect the date of the poll, which is set for the tenth of next October, stressing that it had received in previous periods a set of proposals to amend the law, as well as the appeals submitted to the Federal Court. .
Saeb Khader, a member of the Parliament’s Legal Committee, said in a statement to (Al-Mada) that the House of Representatives decided to resume the sessions of the second legislative term for the third legislative year at the beginning of next September to complete the passage of some legislation, adding that this chapter will be the last if the elections are held on time. specified.
In the past period, the various political forces agreed to suspend parliament sessions and prevent it from reconvening until early parliamentary elections are held next October, after they feared that the sessions would be used in electoral propaganda.
This agreement came after long consultations between these major powers in anticipation of any attempt to question or dismiss any of its ministers and hold them accountable under the dome of Parliament, as well as its delay in suspending the lifting of immunity from thirty of its deputies.
Khadr ruled out the possibility of presenting the proposals submitted by different parliamentary blocs to amend the parliamentary elections bill.
Ahmed Al-Asadi, head of the Al-Sanad parliamentary bloc, said in a televised interview that one of the loopholes in the election law is the presence of an electronic counting clause, indicating that in order to ensure the integrity of early elections, a parallel manual count for electronic counting is required.
Al-Asadi added that the political forces have two options, either manual counting with electronic sorting, or setting controls for electronic sorting, indicating that we are waiting for the judicial authority’s decision to challenge us in the electronic sorting clause, and we have other steps that we may take.
Representative of the Yazidi component, Saeb Khader, said that "any amendment to the election law will have an impact on the date of holding early elections," noting that there are blocs calling for the adoption of manual counting in addition to electronic counting and an electronic card in addition to the biometric card.
He pointed out that "there are appeals submitted against the electoral law before the Federal Court, as well as proposals to amend the electoral law," noting that amending the law requires a long time from Parliament to complete any amendment or addition to it.
On the 27th of last March, Al-Mada revealed the intention of various parliamentary blocs to make amendments to more than twenty articles in the Parliamentary Elections Law. Among the most prominent of these appeals are the abolition of multiple constituencies, the biometric card, foreign voting, and the lifting of the criminal registration penalty for some personalities.
The representative of Nineveh Governorate states that “in the event that the Federal Court accepts the appeals submitted by some parliamentary blocs on some paragraphs and articles of the election law, we will then be obligated to amend the cases that the court has overturned.”
For his part, Abbas Al-Zamili, a representative of the Al-Fateh parliamentary bloc, confirmed in a statement to (Al-Mada) that the House of Representatives will reconvene its sessions at the end of August or the beginning of next September to pass and legislate some laws that completed their first and second readings in the past period.
The House of Representatives was unable to hold its sessions during the last period due to the failure to achieve a quorum, which prompted the Presidency of the Parliament to convert a number of sessions to deliberative to discuss some important issues, but without enacting any law.
The House of Representatives had earlier voted in favor of dissolving itself on October 7, in preparation for early elections scheduled for October 10.
Al-Zamili adds that “the Presidency of the House of Representatives is the only party that bears the issue of disrupting the sessions after the Speaker’s preoccupation with his electoral propaganda and his repeated visits to some provinces,” adding that many members of the House of Representatives were also preoccupied during that period with their electoral propaganda, which affected their attendance.
He pointed out that “the parliament intends, in the remainder of its life, to legislate some ordinary laws in which no fate is determined, i.e. laws whose readings have completed a second reading.”
