In the text of his telegram to the new German chancellor, Salih said: "On the occasion of your election by the German parliament, and your swearing in as chancellor of the Federal Republic of Germany,
I extend to you in the name of the Iraqi people and in my own name, my warmest congratulations and best wishes for success and success in your new tasks and for your friendly people of elevation and prosperity."
He added, "On this happy occasion, I would like to express my satisfaction with the solid ties that unite our two countries based on joint cooperation, stressing our keenness to work together with you, in order to consolidate these relations, making them a model for a successful partnership to serve our two friendly Iraqi and German countries and peoples in various fields."
