, the financial advisor to the Prime Minister, Mazhar Muhammad Salih, on Friday, identified two doors for the disbursement of a 100,000 dinars grant, while predicting a number for the number of grant beneficiaries and its total cost.
Saleh said, to the official news agency, that "there is no accurate number of the numbers covered by the 100,000 dinars grant, but there is a hypothesis that says that their numbers may reach 3 million beneficiaries, and therefore the cost per month will be about 300 billion dinars."
He added, "The public finances have two possibilities, either, to measure the amount from the total estimate of public revenues for the fiscal year 2022, and transfer it from the exchange sections 1/12, as the distribution does not require the issuance of a law on the mentioned expenses if the financial management law in force allows with that.”
And Saleh continued, "otherwise, the use of the above additional expenses from the estimated surplus for the current fiscal year, and then spending outside the limits allowed by the effective financial management law," noting that "allocations prepared for disbursement in the amount of 100,000 dinars for each beneficiary and the number of months spent will need to Binding legislation issued by the House of Representatives because the funds will be allocated from outside the 1/12 ratio specified in the applicable Financial Management Law.
