During their meeting in the Moroccan city of Marrakesh, the ministers of the international coalition to defeat the terrorist Daesh affirmed their common determination to continue the fight against the terrorist group, which still represents a "persistent threat".
A joint statement on the ministerial meeting of the coalition against ISIS said that the ministers welcomed "the first meeting of the Global Coalition to Defeat ISIS to be held in Africa, and reaffirmed their common determination to continue the fight against ISIS through military and civilian efforts that contribute to the enduring defeat of the terrorist group."
Together, the Ministers emphasized the protection of civilians as a priority and adherence to international law, including international humanitarian law and international human rights law, as well as relevant UN Security Council resolutions, in all circumstances.
The ministers said that "ensuring the lasting defeat of ISIS in Iraq and Syria remains the first priority to defeat ISIS," noting that "despite the significant setbacks that the leadership of ISIS has suffered during the recent past, the organization continues to launch attacks in Iraq and Syria and represents a persistent threat, as evidenced by the The large-scale attack on the industrial detention camp in northeastern Syria in January 2022.
They reaffirmed “the importance of allocating sufficient resources to support the efforts of the coalition and legitimate partner forces. The coalition will continue to provide support to the Iraqi Security Forces, including the Peshmerga and local partners in Syria. Civilian-led efforts, including prevention, stabilization, counter-terrorism financing, and counter-narratives.” The prosecution of foreign terrorist fighters, and rehabilitation and reintegration are increasingly essential to achieving the lasting defeat of ISIS.
The meeting also touched upon the need to strengthen civilian-led counter-terrorism capabilities in Iraq, and the need to ensure long-term sustainable solutions for ISIS fighters and their family members in northeastern Syria, including appropriate legal procedures to ensure that those responsible for crimes are held to account.
In Syria, the statement adds: “The coalition stands with the Syrian people in support of a lasting political settlement in line with Security Council Resolution 2254. It continues to support comprehensive local recovery and stabilization in areas liberated from ISIS and reconciliation and reintegration efforts to enhance the conditions for a political solution at the level of Syria. to the conflict under the parameters of UN Security Council Resolution 2254.
The Ministers also “recognized the need to confront the evolving threat of ISIS in Africa and welcomed the first three meetings of the African Focus Group, held in Brussels, Rome and Marrakesh. Under the auspices of the Global Coalition to Defeat ISIS, the African Focus Group will enhance the civilian-led counter-terrorism capabilities of African members of the Defeat Coalition.” ISIS by drawing on the experiences of the coalition in Iraq and Syria, and drawing on lessons learned, as appropriate, from the campaign to defeat ISIS there to the African continent.This effort includes sharing assessments on the threat of ISIS and other terrorist organizations on the African continent and coordinating and cooperating on the most effective and efficient methods to address the These issues, including through proactive information sharing and border management, as well as stabilization, prevention and deradicalization projects.
In conclusion, the Ministers stressed the importance of addressing the underlying causes of insecurity in Africa, while emphasizing that any lasting solution to halting the spread of ISIS on the continent will depend primarily on national authorities, as well as sub-regional and regional efforts and initiatives, noting with concern the proliferation of actors Non-state actors, including separatist movements, and private military companies in Africa generate instability and increase the vulnerability of African states.
