Shafaq News / Parliament Speaker Muhammad al-Halbousi announced today, Saturday, the obligation of the Ministry of Finance to confirm the lecturers, contracts and daily procedure, and to cancel previous circulars of the ministry that "violate" the Food Security Law.
Parliament Speaker Muhammad Al-Halbousi said in his response to a document submitted by the representative of his bloc, Muzahim Al-Khayyat, regarding the exclusion of the Ministry of Finance, the issue of fixation after 2019, and seen by Shafak News Agency, that he "obligates the Ministry of Finance to implement Paragraph 3 of Table (A) of the Food Security Law, which is related to fixing all Contracts, lecturers and daily procedure after 10/2/2019 and the cancellation of the Ministry of Finance’s circular No. 26377 dated 8/23/2022, which stipulated their exclusion from the confirmation.
The deputy of the Progress Party, Muzahim Al-Khayyat, expressed in a document he submitted to the Speaker of the House of Representatives his “astonishment at the uncles of the Ministry of Finance for excluding contractors from some ministries, including higher education and scientific research,” while the Speaker of Parliament called for “intervention and approaching the Prime Minister to instruct the Ministry of Finance by canceling these uncles.
The Ministry of Finance had announced, on September 6, 2022, the suspension of all appointments of contracts and lecturers to the owners of the Ministry of Higher Education and Scientific Research, after two decisions were issued on 10/2/2019, while a document quoted the Director General of the Administrative and Financial Department in the Ministry, Asaad Ghani Jihad, explaining that " Otherwise, the universities will bear the legal, administrative and financial consequences."
