Al-Sudani chairs the first session of the Supreme Committee for Coordination between the Governorates and issues a number of decisions
Shafaq News/ Today, Thursday, the Prime Minister, Muhammad Shiaa Al-Sudani, chaired the first session of the Supreme Committee for Coordination between governorates that are not organized in a region.
According to a statement by the Prime Minister's Media Office, received by Shafak News Agency; The session witnessed a discussion of the most important legal and procedural challenges and obstacles that hinder the work of the governorates and their agencies, and they previously constituted an obstacle to the smooth flow of service and administrative work.
The statement added that after extensive discussions of the topics identified in the session's schedule, the committee issued a number of decisions, the most important of which are:

1- Forming a committee headed by the head of the secretariat of the Supreme Commission for Inter-Provincial Coordination, Dr. Aqil Mahmoud Karim, and the membership of the Legal Director/Secretariat of the Higher Commission for Inter-Provincial Coordination, the Legal Adviser in Baghdad Governorate, the Director of the Legislation Department in the Legal Department of the General Secretariat of the Council of Ministers, and a representative of the Ministry of Finance, And legal director in the provinces of Basra and Nineveh.
2- The committee shall study the draft amendment to the law of governorates that are not organized in a region No. (21 of 2008) as amended.
3- The committee shall submit its final recommendations within 90 days from the date of issuing the order for its formation.
Second / Inclusion of a text in the Budget Law for the year 2023 authorizing the governor to ratify the budget for the local administration in accordance with the provisions of Article (45) of the amended Financial Management Law No. 6 of 2019 and until the provincial councils are elected and sent to the Ministry of Finance for approval.
Third / Based on Article (44) of the Law of Governorates Not Organized in a Region No. (21 of 2008), amended, and Article (29) of the amended Federal Financial Management Law No. (6 of 2019), the Ministry of Finance opens an account called (Local Revenue Account ) Under its supervision and subject to the audit of the Federal Financial Supervision Bureau for all governorates, and it shall be a unified account for the revenues of the services provided by the governorate to the citizen, with the cancellation of the accounts opened by the governorate and related to the same issue in banks, and the circulation of their funds to the account of local imports, with granting the governor the authority to approve the planning budget for the mentioned account ; Due to the absence of the provincial council at the present time.
Fourth / Based on Article (45) of the Law of Governorates Not Organized in a Region No. (21 of 2008) amended, the Ministry of (Reconstruction, Housing and Public Municipalities) and the Ministry of (Labour and Social Affairs) complete the transfer of the sub-departments, jobs, services and competencies they exercise with their allocated appropriations In the general budget and the employees working in it to the governorates within the scope of their functions set out in the constitution and the relevant laws.
Fifthly/ obligating the ministries covered by Article (45) of the Law of Governorates Not Organized in a Region No. (21 of 2008), amended, not to open new departments for them in the governorates under the name of federal departments, as it contradicts the principle of administrative decentralization as well as Article (122/second) of The constitution, with the abolition of the newly created divisions (the Federal Labor Division) and (the Housing Division).
The President of the Republic affirms the necessity of advancing the service reality of Basra
Shafaq News/ On Thursday, the President of the Republic, Abdul Latif Rashid, stressed the need to improve the reality of services in Basra Governorate and provide job opportunities for its people, warning at the same time that corruption led to the collapse of many empires.
The Media Office of the Presidency of the Republic stated in a statement received by Shafaq News Agency, that the President received today at Al-Salam Palace in Baghdad, a delegation from Basra's unions, associations and federations. of the Iraqi national economy for its natural and human resources.
Rashid added that Basra, like other provinces, has suffered a lot as a result of corruption, pointing out that corruption hinders the progress of countries and that most empires have collapsed because of corruption.
He stressed the need to advance the reality of the city and its people by strengthening services, providing job opportunities for its youth, and consolidating security and stability, and that one of the foundations of important services is attention to the health and educational situation.
The President of the Republic noted the important role played by the organizations in Basra and the whole country in protecting the rights of Iraqis and communicating their voice, demands and needs, wishing the unions all success in their work and to serve the honorable people of Basra.
