Sudanese to France.. Reducing pressure and the fate of foreign forces is on the agenda

Baghdad / Tamim Al-Hassan
Prime Minister Mohammed al-Sudani is expected to leave today, Thursday, for the French capital, Paris, on his eighth foreign tour since he assumed power less than 100 days ago.
It is likely that Al-Sudani's first visit to France will deal with easing pressure on Iraq in return for Baghdad's mediation of the dialogue between Washington and Tehran.
It is also not excluded that Paris' role in renegotiating the "strategic framework" agreement, which is being talked about these days, will be discussed.
Yesterday, in an article for the French newspaper Le Monde, Al-Sudani expressed his hope that his visit to France would be a good sign and that it would lay the right foundations for a sustainable partnership.
According to information received by Al-Mada, the expected visit today, Thursday, “will not be far from the issue of the rise in dollar prices and the presence of foreign forces.”
According to this information from political sources, Paris, which sponsored the Baghdad conference in its first and second editions (a conference of neighboring countries in which regional countries and France participated in 2021 and 2022), had “a project for Baghdad to be a mediator in the issue of the nuclear file between Washington and Tehran, and then push Iran for dialogue about The war in eastern Europe because of its relationship with Russia.
According to an article by Al-Sudani in “Le Monde,” the latter confirmed that his government: “Today, it is more convinced of its vision to develop Iraq’s regional and international relations on the basis of cooperation and balance, moving away from the policy of axes, and adopting a policy of partnership with many countries of the world, especially France.”
He stressed that "the response of Baghdad and Paris to the common sense of the strategic importance of the relationship between our two countries prompted our government to show more keenness to develop that bilateral relationship and build on its solid foundations."
Al-Sudani indicated during the article that Iraq's desire to raise security capabilities with the help of France "is now being achieved without the need for foreign combat forces, but rather advisory forces."
He added, "This means that we constantly need to review the relationship with the international coalition and draw a map for future cooperation in light of the constant development in the combat capabilities of our armed forces."
Recently, the Shiite coordination framework began to talk about restoring the strategic framework agreement and questioning the steps of the previous government of Mustafa Al-Kazemi, which announced in late 2021 the end of the combat missions of the US forces.
And French President Emmanuel Macron confirmed, in a press conference on the sidelines of the “Baghdad Conference for Cooperation and Partnership” in 2021, that his country “will keep its forces in Iraq to help combat terrorism as long as the Iraqi government requests it.”
This time, the “framework” is silent about Al-Sudani’s visit to France, as the former had accused Macron, before the formation of Al-Sudani’s government, of interfering in Iraqi affairs.
Qais al-Khazali, the leader of the League, said in a dialogue conference held in Baghdad last year, that "the French president intervened directly and contacted the Iraqi leaders to mediate by choosing Al-Kazemi."
He added, “We reject French interference in the Iraqi issue,” noting that “some time ago, during the current government, it took more space and a role than its own, by investing in its relationship with personalities and statesmen.”
Khazali then threatened Paris and said: "The French presidency must correct its position before there are repercussions towards France after the formation of the government (meaning the Sudanese government before its formation)."
The statements of Macron, who visited Baghdad twice, the last of which was in 2021 during the first Baghdad conference, were considered by the coordination framework at the time as support for a new mandate for Al-Kazemi.
During the first visit of the French President to Iraq a year earlier, Al-Kazemi confirmed at the time that he had spoken with Macron about a future project to use nuclear energy to generate electricity and peaceful projects under the supervision of the International Atomic Energy Agency that will provide jobs and address the electricity shortage.
A month ago, the “framework” tried to assume the role of the former prime minister, and deputies in the Shiite alliance confirmed that the Baghdad 2 conference, which Macron attended in the Jordanian capital, Amman, is “support for the Sudanese.”
The prime minister had visited Jordan twice (one of which was his first foreign visit since taking office), and he also visited Kuwait, Tehran, Saudi Arabia, Qatar, and finally Germany.
Regarding Al-Sudani's expected visit today to France, Ghazi Faisal, the director of the Iraqi Center for Strategic Studies, described it in an interview with (Al-Mada) as "the most important European station."
Faisal said, "The visit to France will be important towards achieving balance in foreign relations with the European Union."
And Faisal said that Paris could help Iraq in “developing industry, investing in agriculture and developing irrigation methods, as well as helping us in the field of intelligence and arms support.”
He added, "France can support Iraq in fighting hotbeds of terrorism, and it has great experience in organized crime cases and the prosecution of smuggling operations."
