    Committee member Moeen Al-Kazemi said that there are various illegal titles, including Speicher and Malwiyah fees, and other fees that are taken in some departments and have no basis, and after follow-up they were cancelled.

    He added, "The government is aiming for non-oil revenues from customs, border crossings, taxes, and telecommunications companies to be classified as annual non-oil revenues, which are estimated at 30 trillion and oil revenues at 120 trillion. Then the deficit will be less than what currently exists, given that the plan is 199 trillion, meaning that there is a large deficit and it is assumed that the deficit will be closed." By maximizing non-oil revenues,” according to the government newspaper Al-Sabah.



    He pointed out that the government is moving to increase its non-oil revenues, including customs and taxes on imports, which amount to more than 70 or 80 trillion dinars in the form of goods entering from the border crossings, while customs revenues are only one trillion and 200 billion dinars, so the Customs Authority must introduce an automation system at the border crossings. .

    He considered that implementing the smart traffic law by monitoring violations via cameras and radars at intersections and highways would increase the revenues of the Ministry of Interior, which are already large and would meet its needs, especially since half of it goes to the state treasury and the other half is spent on the ministry’s needs.

    He stressed that the general approach that the government must follow in implementing electricity collection, for example, which costs us 13 trillion dinars annually, must be paid in return for a service of 24 thousand megawatts per day, as revenues must be proportional to the expenses of the Ministry of Electricity, excluding employee salaries.

    Al-Kadhimi pointed out that this matter is taking place in all aspects of the state, and it is assumed that there will be revenues that are reflected positively on the annual state budget, noting that the Finance Committee is following up on the issue of the road and bridge collection funds not going to the state treasury, which is that any collection is supposed to have a system that stipulates that half of it should go to the state treasury. The department concerned is for maintenance, not for collecting money, and its effects appear as services provided to the citizen.
