MP for the National Approach bloc, Mazen Al-Faili, announced, on Saturday, his objection to the formula of the political blocs regarding the Kurdistan region's share of the budget.
Al-Faili said in a statement that Mawazine News received a copy of: “We renew our objection to the formula presented by some political blocs regarding the region. Paying the region’s expenditures in the event that it fails to comply, so using the phrase (operational instead of current) and deleting the phrase mentioned in Article Seven of the Financial Deficit Financing Law which states (It is not permissible to pay the expenses to the region in the event that it fails to deliver all oil and non-federal revenues) all encourage the government "The region is not committed to delivering oil and other revenues, and yet this rubber text allows the delivery of financial dues to the region."
He added, "We warn against the continuation of the policy of double standards in the distribution of revenues among the Iraqi governorates, which produce nothing but discontent, tension and tension in the ranks of society.
We present the following formula to ensure justice among all Iraqis:
1. Abolish the first paragraph of Article (11) that calculates the entitlements of a region. Kurdistan for the previous years from 2014 to 2019 despite not having delivered the oil and non-oil revenues
2. Paragraph Second - a of Article (11) is amended to be (the region is obligated to deliver no less than 460,000 barrels per day to SOMO, and in the event that its production exceeds more than This amount must also be delivered to the Iraqi Oil Marketing Company (SOMO).
3. Addition of Article Seven of the Current Deficit Financing Law (determines the Kurdistan region’s share of the total actual spending (current expenditures and investment project expenditures) after excluding the sovereign expenditures specified in the Federal Budget Law of the Republic of Iraq for the fiscal year 2021) and adding the expenditures of the Ministry of Oil, the Ministry of Transport and the Ministry of Resources Water and the inclusion of the security and defense sector in all its ministries and institutions to be included in the sovereign expenditures as well as the contingency reserve) provided that the Kurdistan region is committed to handing over at least (460) thousand barrels per day to the Iraqi Oil Marketing Company (SOMO) exclusively, as well as the delivery of Mazad on those quantities and all non-oil revenues And in the event of non-compliance by the region, the expenses may not be paid to the region, and the violator of this text bears legal responsibility).
4. Paragraph III (a, b, and c) that obliges the federal authorities to pay the region’s loans and financial obligations that it entered into in the years (2014 to 2019) shall be canceled.
5. Article (11 - third) - to be reformulated (the region shall pay the loans owed to the Iraqi Trade Bank). End 29 / h
