Shafaq News/ The Iraqi Ministry of Labor and Social Affairs announced on Sunday the launch of initiatives related to the “disabled and people with special needs” segment, revealing the presence of four million disabled people in the country.
The Minister of Labor and Social Affairs, Ahmed Al-Assadi, said during a press conference held in the ministry building and attended by a Shafaq News Agency correspondent, that his ministry “achieved 100% implementation of the government program,” indicating that the ministry “is launching today new initiatives related to the segment of the nation’s people with disabilities and people with special needs.”
He stated, "This segment constitutes 11% of the population of Iraq, with the preliminary percentage indicating the presence of approximately 4 million disabled people," stressing "care for this important segment to enhance their self-confidence and participate in building the country through their full integration into society."
Al-Asadi announced during the conference, “the launch of this initiative, coinciding with the International Day of Social Justice,” explaining that this initiative “includes granting loans to people with disabilities who have been professionally and psychologically qualified to establish income-generating projects, placing them in mixed sector companies at a rate of 3%, and encouraging the private sector.” To appoint those who are able to work from this category, and to activate Article 16 regarding the appointment of 5% of people with disabilities in state departments in coordination with the Federal Service Council.
Al-Asadi also emphasized “helping people with disabilities to complete primary and secondary education and allocating a seat for them in postgraduate studies.”
Al-Asadi also announced, “the launch of the psychological support program for the disabled Iraqi, which includes training 5,000 beneficiaries with disabilities and their families,” noting that “this activity aims to enhance social and psychological well-being and community and family acceptance of people with disabilities.”
Al-Asadi indicated that he will begin “establishing special psychological support units in Baghdad and the governorates, activating and equipping them, and determining the controls and tasks of their work,” stressing the expansion of the “We Bring You Home” service to include the infirm, the elderly, the disabled, and people with special needs who are unable to attend medical committees.
He stressed the necessity of "communicating with the Disability Authority through social media sites or the Citizen Affairs Divisions in Baghdad and the governorates in order for the social researcher to visit the residence of the disabled and prepare a report clarifying the condition of the disabled, along with submitting the medical decisions and presenting them to the medical committees."
Al-Asadi stated, “For the purpose of quickly completing the full-time appointee’s transactions, the number of medical committees was increased to 139 committees, up from 60 committees in Baghdad and the governorates.”
He pointed out "the formation of a joint committee between the Ministry of Labor, represented by the Disability Authority and the Ministries of Health and Justice, to visit Iraqi prisons with the aim of including the disabled prisoner with the salary of a full-time appointee, in addition to the treatment bag."
He also launched a new service called (Your wound is an honor), which concerns military wounded from the security forces of the Defense, Interior, and Popular Mobilization Forces, pointing out that “they are included in all the privileges of Law No. 38 of 2013, in addition to the salary of a full-time appointee, and the allocation of a medical committee in the Military Wounded Directorate, which was opened.” In the Authority to complete their transactions.
Al-Asadi noted, “The launch of the issuance of the MasterCard card form to beneficiaries for those who have completed the examination,” noting that “the total number of recipients of the full-time employee’s salary is 330,000 beneficiaries by the year 2023, and the Authority aims during the current year to include more than 300,000 beneficiaries.”
Regarding social protection, he explained, “The Qi Card was issued to more than 900,000 families in 2023, and today we announce the completion of social research for 1,207,000 families and we are awaiting the arrival of the financial allocation for 2024 to complete the procedures according to new meals,” he said.
He stated that "the Ministry sent data to social protection beneficiaries regarding the preparation of the food basket for the month of February for approximately 7 million individuals covered by the social protection subsidy, thus bringing the total number prepared from the beginning of 2023 until now to 74 million food baskets."
Al-Asadi pointed out that the “recovery campaign” launched by the Ministry earlier resulted in refunds of more than 225 billion Iraqi dinars, adding, “Today we announce the transfer of all refunds from transgressors through electronic payment, starting next month.”
He explained that electronic payment to social protection departments in Baghdad, through the experimental campaign for a period of 20 days, achieved more than 600 billion dinars.
