    Received by His Excellency President Jalal Talabani, a congratulatory message from the Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah on the occasion of the withdrawal of Iraq from the provisions of Chapter VII of the Charter of the United Nations, and in the text of the letter:


    "His Excellency President Jalal Talabani, may God protect him

    President of the Republic of brotherly Iraq

    Peace be upon you and God's mercy and blessings,,,

    I am pleased to express to Your Excellency and the Government of Iraq and the Iraqi people my sincere congratulations on the occasion of the withdrawal of Iraq from the provisions of Chapter VII of the Charter of the United Nations.



    We look forward to open a new page in bright restore mutual trust between our two brotherly countries, and payment in promoting good relations between the two bonds to upgrade the various frameworks of joint bilateral cooperation in all fields to new horizons to achieve their common interests.


    And that it contributes to raising the degradations brotherly Iraq over the past decades of harsh conditions and suffering painful and extremely difficult.
