    The New York Times quoted a Justice Department document that the ministry plans to investigate and possibly sue some universities for its policies of student admission that discriminate on the basis of race.
    The document is an internal memo addressed to lawyers in the Department of Civil Rights of the ministry interested in engaging in a new project on "investigations and possibly related cases of deliberate discrimination on the basis of race when admitting students to colleges and universities."
    The US Supreme Court has ruled that some universities may adopt admission policies that encourage minorities to enroll in colleges.
    The court refused to set a quota for student admission based on race, and said race may be one of the factors for an applicant's assessment.
    Critics of these policies say that in some cases, discrimination is largely unfair to the rights of white or Asian students applying for college.
    The report said supporters or opponents of the project said it was targeting admission programs that seek to help students of African or Latin origin.
