    The Committee on Economy and Investment parliamentary, Saturday, the reasons for the delay in the implementation of pledges of donor countries to Iraq within the Kuwait conference, noting that the government will abandon foreign borrowing in the event of continued high oil prices.
    "The preoccupation of most politicians in the parliamentary elections, the rise in international oil prices and the increase in the cash reserves of Iraq, as well as the administrative and logistical matters that were not completed by the government caused delays in the implementation of the pledges," said Najeeb Najib, a member of the committee.
    "If the world oil prices continue to rise, the government will abandon international loan offers pledged by donor countries at the Kuwait conference," Najib said.
     "The government has not yet set up the land for foreign investment companies during the conference, delaying the investment operations, as well as complex routine procedures," she said. "The donor countries have stipulated that the government should choose regions and companies in the implementation of its pledges on Iraq." End 25 d

    Thanks Rocky, very interesting.  If the oil prices continue to go up, it is my understanding that when the oil price was at a certain point, they could RV.  If they RV, that would help the people now that taxes and tariffs are in place and ebanking is taking hold.  They have the MasterCard and Visa - people are being educated about the new banking and government employees are being paid through ebanking on the smart card.  If they RV, they most likely won't need the loans and would be international - then the contracts would be forthcoming and the foreign employees would be paid on their company's international card which would allow the employee to shop and dine, etc. in Iraq as well as travel and use the same card without having to constantly buy local currency - unless they wanted to.
