The State Department issued its annual Human Rights Report for 2018, which monitored the situation of some 200 countries and regions.
"The founders and delegates of the United Nations Commission on Human Rights have recognized that fundamental freedoms, such as freedom of religion or belief, freedom of expression and peaceful assembly, are the property of every human being," said US Secretary of State Mike Pompeo.
These freedoms are not granted by Governments, but are derived from the inherent dignity of the human person and can not be unduly constrained by Governments and are inalienable, with Governments responsible for ensuring that the Government itself does not unfairly interfere with human rights and fundamental freedoms "He said.
"The sovereign states with which we have the closest and most lasting cooperation are those in which the government generally respects human rights and does not engage in gross violations of human rights, such as extrajudicial killings, torture and prolonged arbitrary detention," said Pompeo.
"States that threaten regional stability or state sponsors of terrorism or call for the almost permanent recruitment of terrorists are countries that have governments that fail to respect the rights of their citizens," he said.
Pompey stressed that the United States "understands that American interests in the permanent stability, prosperity and security of a world full of powerful and sovereign states can be achieved only if governments respect human rights and fundamental freedoms."
"Individuals who seek reforms to end illegal interference in the exercise of inalienable rights will find in the United States a sympathetic friend and strong support," he said.

concluded in 2018 that the authorities were unable to control some members of the security forces, especially certain units of the Popular Support Forces allied with Iran.
The US State Department reported reports of unlawful or arbitrary killings by members of the Iraqi security forces, particularly those allied with Iran, in the popular rally.
The report also spoke about illegal recruitment of children or their use by units of the popular crowd allied with Iran and operating outside government control
The Human Rights Report also reports on enforced disappearances, torture, arbitrary detention and detention centers in harsh and life-threatening conditions.
Among the issues cited in the State Department's report are restrictions on freedom of expression, the press and the Internet in Iraq, as well as legal restrictions on women's freedom of movement and widespread official corruption.
The report also confirmed that the Iraqi government, including the Prime Minister's Office, investigated allegations of abuse and atrocities by Iraqi security forces, but rarely reported the results of investigations or punished those responsible for human rights abuses.
The State Department also spoke of the continuing violence in Iraq over the past year largely driven by attacks, killings and kidnappings by a sympathetic organization despite the announcement of its defeat in Iraq in 2017.
Iran
The report pointed out that the Iranian authorities used harsh tactics against the protests that began in the country in late December 2017 and continued throughout the past year.
She confirmed that human rights organizations reported the deaths of at least 30 demonstrators and the arrest of thousands as well as suspicious deaths of detainees.
In its annual report, the State Department said the Iranian government's human rights record remained very weak and exacerbated in many key areas.
Human rights issues in Iran included executions for crimes that did not amount to serious crimes in accordance with international legal standards, as well as executions of individuals without a fair trial, including persons under the age of 18.
There have also been numerous reports of unlawful or arbitrary killings, enforced disappearance and torture by government officials.
The report also reported illegal recruitment of children by government agencies to support Assad's regime in Syria.
The report also said Tehran had contributed materially to human rights violations in Syria through its military support for Syrian President Bashar al-Assad and Hezbollah forces there.
As well as in Iraq by helping some Shiite militias, and in Yemen by supporting Houthi rebels and directing authorities in the Houthi-controlled areas of Yemen to harass and detain Baha'is because of their religious affiliation.
