    He stressed the good that «any agreement between the parties will not be binding on the territory did not pay the salaries of staff in advance of the Kurdistan region because it is first part of the region's share under the Iraqi constitution, which is 17 per cent, and that the region will not ask more than its share of the originally scheduled».

    The oil dispute between the federal government and the Kurdistan region was one of the main reasons for the failure of the Iraqi parliament over the past months in the adoption of the federal budget.
