    Member of Parliamentary Finance Committee Hoshyar Abdullah, on Tuesday, warned against the implementation of the framework agreement between Iraq and China because it is considered "invalid" and was not ratified by the House of Representatives, considering that not passing it to Parliament is a clear "constitutional violation" by the executive authority.
    Abdullah said in a statement, "Economy News" received a copy of it, that "the implementation of the framework agreement is contrary to Article 61 of the Constitution (paragraph IV), which states that the organization of the process of ratification of treaties and agreements is the prerogative of the House of Representatives, and since this agreement did not It is passed in the House of Representatives and has not been approved by the House. Its implementation is a clear constitutional violation by the executive authority, and it undermines the work of Parliament and cancellation of its role. "
    He added: "Also, Article 110 of the Constitution states that (the federal authorities are concerned with the following exclusive powers: First: drawing foreign policies and diplomatic representation and negotiating international treaties and agreements), and we all know that the federal authorities consist of the House of Representatives and the ministers and the judiciary, so the implementation of This agreement without the knowledge of Parliament and without its ratification is a violation of the constitution as it is null and void. "
    And he added, "The executive authority does not have the right to unilaterally conclude international agreements in such exceptional circumstances with another country without passing them in Parliament, and it was better for the government before taking this disastrous step to send all the agreements that were concluded in China to the House of Representatives to ratify them, just as The urgency in implementing them, identifying companies, opening bank accounts, and taking all measures with this speed indicates that there is no transparency in the agreement, and therefore this is a very dangerous step from the caretaker government, which is basically not entitled to start implementing such an agreement.
    Abdullah went on to say: "We are not against the agreement. It is the right of Iraq to conclude international agreements, but only on condition that it passes through the constitutional frameworks and through state institutions and without canceling the role of the House of Representatives."
    The head of the Parliamentary Committee on Economy and Investment Ahmed Salim Al-Kinani confirmed, on Saturday (11 January 2020), that the agreement signed by Iraq in China last September will enter into force, describing the agreement as "giant, giant and unparalleled."
