The fact that groups of Iraqi border guards forces recently created new border military posts and raised the Iraqi flag, which has been flying in the mountains that have not enjoyed calm in previous years due to the battles between Turkish forces and elements of the Kurdistan Workers’ Party (PKK), raised questions about the ability of the Iraqi forces to Setting the border with Turkey.
On the fourth of this month, the Iraqi border guards set up 4 new military points on the border strip with Turkey, north of Dohuk Governorate, in a move that comes after months of continuous battles between Turkish forces and PKK militants..
Border Guards spokesman, Iyad Barwari, said in a press interview, "Federal government border guards were stationed in the strategic (Malajbra) area overlooking the villages of Haror and Kaisa in the Kani Massi district of Amadiyah district in Dohuk governorate.".
Several villages in the Kani Massi area in Dohuk governorate, including the villages of Harur and Jalki, are witnessing continuous Turkish bombardment against groups of fighters from the Kurdistan Workers Party, at a time when the Iraqi border guards are trying to control strategic sites in this area to restore security and stability and reassure the local population..
For many years, the PKK has taken the mountain range separating Iraq and Turkey as a launching pad for attacks targeting the Turkish army, and despite the many military operations launched by Turkey in the region, the security situation in it is still volatile..
troop count
For his part, Jabbar Yawar, Secretary-General of the Kurdish Peshmerga Ministry of the Kurdistan Region, said that all the border guard forces deployed along the borders between the Kurdistan region and between Turkey and Iran are under the command of the border guard forces of the Federal Ministry of Interior..
Yawar continued, "The Peshmerga forces of the Kurdistan region do not have a military presence along the region's borders with Turkey, and that the border guard forces in the region follow the federal government and follow the first region in the border guard forces," noting that "there are 3 border guard brigades in the region in Each of the governorates of Dohuk, Erbil and Sulaymaniyah, and its headquarters are in Erbil governorate, the center of the region."
He explained, "Many of these forces in the region are more than 9,000 soldiers and are linked to the federal government in terms of leadership, armament, administration and salaries," noting that "there was no direct fighting between the border guards and PKK militants, except for some limited clashes."".
As for the forces that were recently deployed in Upper Dohuk, Yawar stressed that "the deployment of these forces comes within the framework of creating new points in areas where the Peshmerga forces or the Federal Border Guard were not deployed.".
Signs of diffusion
In other details, Kifah Mahmoud, a Kurdish political analyst who is close to the Kurdish decision-making circles, says, "The Iraqi forces represented by the border guards began their deployment in the region since last April, after the escalation of the conflict between Turkish forces and the Kurdistan Workers' Party (PKK).".
Mahmoud added, "The spread came after the understandings between Baghdad and Erbil, given that the border issue belongs to the federal government to impose its sovereignty on the common border with Turkey, after the residents of about 500 Kurdish villages in the upper province of Dohuk were forced to leave their villages because of the battles and bombing..
Military parade
Regarding the implications of this deployment and whether it will lead to a kind of restoration of security or calm, Mahmoud comments, "I do not think that this deployment will enhance security in the region, and it does not go beyond being a military parade, as the region's problem is greater than the capabilities of the border guards, and therefore, there is a need international intervention from the United Nations and NATO,” as he put it.
Mahmoud ruled out the possibility of solving the Iraqi-Turkish border problem by military means, especially since the past years of the war between the Turks and the Kurdistan Workers' Party did not lead to an end to the conflict between the two sides that began more than 3 decades ago, considering that the PKK's method and its approach to guerrilla warfare makes it difficult for Border Guard forces reassure the people or encourage them to return to their areas.
Majed Al-Qaisi, director of the Security and Defense Program at the Policy-Making Center for International and Strategic Studies, agrees with this, who believes that the deployment of this force comes as a complement to a previous deployment in some military quarters and points in the upper regions of Dohuk Governorate in order to monitor the borders.
Al-Qaisi stressed that this deployment - not exceeding dozens of soldiers - will limit the Turkish targeting of the areas of the presence of the Iraqi federal forces, but at the same time it will not stop the Turkish military movements in the border strip with Turkey, which is more than 331 kilometers long, and therefore because of the distance between the border guard points, This spread will have a limited effect.
As for arming the border guards deployed on the Turkish borders, Al-Qaisi confirms that the armament of these forces is not large and they do not have heavy weapons like the army, and therefore their tasks lie in giving early warning of any border breach, as well as their role in combating smuggling, according to him..
In turn, political researcher Ghanem al-Abed believes that the new deployment of the border guards of the federal government comes after the agreements between the Baghdad and Erbil governments, which included a joint operations command from brigades affiliated with the Baghdad and Erbil governments..
Al-Abed added that this deployment came as a complement to the formation of the Joint Operations Command with the Kurds, and that the latest deployment came after the Erbil government realized that there were Iranian attempts to reach the Iraqi-Turkish borders through the presence of the PKK and the party’s attempt to link its presence in the mountains with the presence of its forces in the Sinjar region (north of West Mosul) on the Iraqi-Syrian border.
Al-Abed revealed that the new deployment of the border guards came after the efforts of the United States to form the Kurdish-Federal Joint Operations Command, which included senior officers from both sides..
