[size=45]The strategy, supported by UNICEF, is a critical step towards achieving Sustainable Development Goal 4.2 in Iraq by 2030, to ensure that all girls and boys have access to quality early childhood development, care and quality pre-primary education, to be ready for primary school . [/size]
[size=45]Baghdad, May 26, 2022. - Today, the Government of Iraq, in cooperation with UNICEF, launched the National Strategy for Early Childhood Development. The strategy represents a holistic, coordinated approach to early childhood development, one that recognizes the different stages in child development up to the age of eight, and holds relevant authorities, service providers and communities accountable for securing, promoting and protecting the needs of young children.[/size]
[size=45]Janet Kamau, UNICEF Representative, noted: “The new National Early Childhood Development Strategy is fully aligned with the Global Nurturing Care Framework, which UNICEF has developed with other partners, and will be key to benefiting Iraqi children in two ways: First, in terms of period impacts Early childhood education influences their health during the critical first 1,000 days, from conception to at least the first and second years of life, and the second through a stronger focus on maintaining growth, up to the age of eight, ensuring psychosocial well-being, and early education for children (Early Childhood Education) . “[/size]
[size=45]Over the past years, Iraq has made remarkable progress in the most prominent indicators of child survival and nutrition, but progress in accessing early childhood development and sensitive upbringing has been slower, as participation in formal early childhood education programs such as kindergarten has reached only less than 10%, while participation in formal early childhood education programs such as kindergarten is less than 10%. Nearly 90% of children aged 1-14 years experience some form of violence. This strategy represents a major milestone in the preparation of the “Prosperity Agenda”, focusing on the healthy development and well-being of Iraqi children in a safe and stimulating environment that gives them the strongest foundation for educational achievement, successful socialization, and a long and fruitful working life. [/size]
[size=45]The strategy is based on a vision of a safe, stable and happy childhood within a supportive family, community and safe environment to ensure the best opportunities for the well-being of children in Iraq. In addition, the implementation framework of the early childhood development strategy has been developed to cover the five main areas related to the implementation of the strategy: management and planning; the quality; curriculum; training; Family, children and community participation. The framework also includes the adoption of basic objectives for each field related to the ministries participating in this strategy.[/size]
[size=45]This new strategy must be matched with new investments to overcome related challenges. For example, while there is a national network of primary health care centers, large numbers of skilled midwives, and high rates of immunization, the size of the national network for early childhood education ( ECE ) remains small with limited priority to early stimulation of education at the local level. UNICEF acknowledges the additional efforts of the Government of Iraq in the National Development Plan 2018-2022, but the goal of increasing early childhood education coverage to 30% by 2031 is ambitious and will require a larger share of the budget in the coming years.[/size]
[size=45]To ensure that all children have access to early childhood development services, UNICEF, the World Food Program and the International Labor Organization, with funding from the European Union, are working to ensure that the most disadvantaged and vulnerable children are prioritized through social protection programmes, with the aim of improving children's access to early education.[/size]
[size=45]With additional support from its partners from other international donors such as the European Union, the World Bank and Germany, and in coordination with UNESCO and other sister United Nations agencies, UNICEF will continue to work to support the Government of Iraq in implementing the national strategy on early childhood development from conception to age 8 years.[/size]
