    Today, Monday, the head of the Integrity Commission, Alaa Jawad Al-Saadi, presented a proposal to establish an electronic portal for preparing international recovery files, at the Conference of the States Parties to the International Convention against Corruption held in the Austrian capital, Vienna.
    And an integrity statement received by the news agency stated, "The head of the Integrity Commission, Alaa Jawad Al-Saadi, headed the Iraqi delegation to the Conference of the States Parties to the International Convention against Corruption, to review implementation at its thirteenth session, held in the Austrian capital Vienna for the period from 13 to 17 June of this year."
    Al-Saadi affirmed, "Iraq's response to the requirements to join the United Nations Convention since its accession in 2007," noting that "the race responded to many of the requirements for accession by forming anti-corruption bodies, enacting laws that address this scourge and developing constructive policies for that, in addition to deterrent and injunctive means."
    Al-Saadi continued, "Several teams of government experts were formed, in order to carry out the review process stipulated in the agreement, the last of which was the group of experts formed under the ministerial order (Q.T. 10/14/934 on February 17, 2022), and it was completed. From the first session related to chapters (third and fourth) of the agreement, and Iraq was provided with the executive summary of the response.
    He explained, "Iraq is adhering to its commitments regarding chapters (second and fifth), as the final answers have been sent to the United Nations, and the comments of the State of Cameroon have been received on them," noting that "Iraq is awaiting an answer (Nioe Islands), and the date for the Qatari follow-up is still being set. about that.”
    He noted, "The responses of the peer countries in the agreement were evaluated and sent to the United Nations, where the expert team completed the assessment of the answers of the peer countries (Canada, Solomon Islands, Myanmar and Montenegro), noting "the cooperation of the three authorities in Iraq in the field of combating corruption," noting that " For the sake of cooperation between those authorities, the legislative authority enacted several laws representing the legal system addressing the fight against corruption. Corruption.(Deterrence and prevention, proactivity, reform and development), while the judicial authority worked to form criminal courts and investigative courts specialized in integrity issues, and the formation of the Central Criminal Court specialized in hearing corruption cases, which was re-established according to the statement numbered (96 / s / a on 21/11/2021). )".
     
    Regarding the most prominent challenges identified during the stages of the country reviews, Al-Saadi stated, “It is represented in the fact that some state parties do not adopt the agreement as a binding legal basis for the purpose of receiving or responding to requests for legal assistance, contrary to Article (46) of the agreement, while many of the supervisory authorities in the states parties still do not The Convention is adopted as a basis for strengthening international cooperation, contrary to Article (62) of it, which obliges states parties to take the necessary measures to assist implementation,” noting that “the review mechanism did not clearly address the case if the state under review wanted to update its answers provided in the framework of an assessment Peers after the end of the periods specified under the Model Response Evaluation Schedule attached to the Implementation Review Mechanism issued under Resolution No. (1/3) ".
     
    The head of the Integrity Commission referred to "Iraq's preventive measures to prevent corruption, explaining that the financial and administrative sector has been reformed using e-governance, especially in the tax and customs sectors, ensuring that the citizen does not interact with the employee, which resulted in a significant increase in government revenues and the drying up of bribery crimes. Electronic procedures were adopted to oblige those charged with submitting a disclosure of the financial interests of those in positions, the mechanism of investigation and investigation, and boycotting the information provided, all through an electronic program "in which we were keen on the security and confidentiality of information circulation, and in which we were able to reach cases of money inflation and conflict of interests."
     
    Al-Saadi stressed, "Iraq aspires for countries to adopt e-governance and automation as a way to help implement the UN Convention, especially in providing legal assistance," noting that "this gives countries speed and freedom to recover their looted assets and recover convicts, suggesting the establishment of an electronic portal to prepare recovery files." International and the possibility of preparing bulletins on the nature of the money, the persons convicted and the countries abstaining in accordance with international security and judicial procedures that emanate from the provisions of the agreement, balancing between the rights of countries to recover their money and guarantees related to convicted persons and the legitimate reasons offered by the countries custodian of the looted assets for their non-cooperation.
    For his part, the Director-General of the Prevention Department of the Commission, Ali Qassem Hammoud, reviewed what the Republic of Iraq, represented by the Commission of Integrity, has worked on in the field of promoting a culture of integrity and public service ethics, noting that "the Federal Integrity Commission, representing Iraq in the United Nations Convention against Corruption, has launched a number of Educational and awareness-raising activities such as holding seminars, dialogue forums and workshops, while issuing several magazines and brochures that are concerned with spreading the culture and values ​​of integrity, transparency and anti-corruption," noting that "These activities and publications covered all segments of society, including educational and educational institutions, from kindergarten to university level, noting the preparation of a value guide for teachers and the inclusion of integrity values ​​and concepts in educational curricula, as well as programs for preparing and presenting radio and television programmes, issuing a special newspaper, and a procedure by the Integrity Authority.
