The first is related to the (third and fourth) chapters of the agreement, and Iraq has been provided with the executive summary of the response,” noting that “the Republic of Iraq is proceeding with its commitments regarding the two chapters (the second and fifth), as the final answers were sent to the United Nations, and the comments of the State of Cameroon were received on them, and we are waiting for an answer (Nuewe Islands) and setting a date for the country review, while follow-ups are still ongoing. The responses of the peer countries in the agreement were also evaluated and sent to the United Nations, where the expert team completed the assessment of the responses of the peer countries (Canada, Solomon Islands, Myanmar and Montenegro).
He noted "the cooperation of the three authorities in Iraq in the field of combating corruption," noting that "for the sake of cooperation between these authorities, the legislative authority enacted several laws representing the legal system addressing anti-corruption, and the last of these laws was the Law of the Integrity and Illicit Gain Commission, which included articles And clauses that contain penalties, penalties, provisions, and preventive measures that serve to facilitate the task of the oversight bodies in prosecuting the corrupt and reducing corruption pathways, and at the same time represent a deterrent to anyone who thinks of transgressing public money, and the executive authority’s approval of the National Integrity and Anti-Corruption Strategy for the years (2021-2024). Regarding the most prominent challenges identified during the stages of the country reviews, Judge Al-Saadi cautioned that “it is represented in the fact that some States Parties do not adopt the Convention as a binding legal basis for the purpose of receiving or responding to requests for legal assistance, contrary to Article (46) of the Convention, while many oversight bodies are still in the States Parties. The Convention is not adopted as a basis for strengthening international cooperation, contrary to Article 62 of it, which obligates the states parties to take the necessary measures to assist implementation,” noting that “the review mechanism did not clearly address the case if the reviewing state under review wanted to update its answers provided within the framework of Peer evaluation after the expiry of the specified periods according to the model response evaluation schedule attached to the implementation review mechanism issued under Resolution No. (1/3).
