First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, called today, Sunday, to reconsider the mechanism used for distributing degree holders and firsts, and taking into account specialization in order to benefit from scientific competencies.
The media office of the First Deputy Speaker of the House of Representatives stated in a statement, a copy of which Mawazine News received, that "Al-Mandalawi presided today, a joint meeting of the Strategic Planning and Federal Service Committee, and the Parliamentary Higher Education and Scientific Research Committee, during which it hosted the Minister of Higher Education and Scientific Research, Naeem Al-Aboudi. Minister of Finance Taif Sami, Chairman and members of the Federal Public Service Council.
Al-Mandalawi stressed, according to the statement, the importance of reviewing the mechanism used to distribute holders of higher degrees and first students, taking into account specialization and geographical area in this, to benefit from scientific competencies and youth energies, calling at the same time to facilitate direct procedures for those covered by the ministerial order by opening Additional centers at universities to speed up this move.
The First Deputy stressed the need for the concerned authorities to adhere to Article 2 of Law No. (67) of 2017, which obligated the appointment of top performers in universities and government institutes, and to work to do justice to this important segment that is relied upon in building universities and their academic, research and professional future, and calling for the speedy opening of a form Appointment (the second meal) to occupy more than (31,000) job grades.
And the media office stated, “During the meeting, the mechanism for appointing first-rankers and holders of higher degrees was discussed, and the method of distributing them to ministries and agencies not associated with a ministry, and explaining the difference between specialization and job, and the reasons for excluding a large number of appointments despite the availability of the required conditions, knowing the mechanism for benefiting from the remaining degrees, and the reasons for Contractors who obtained study leave are not included in appointment, and the reasons for not treating employees and contractors after 2019 equally with their peers in the Ministry of Education and Electricity, in addition to the reasons for not applying the Martyrs Foundation Law No. (2) of 2016 Article (17), and Law (57) of 2017 Article (12).
