Although the winter season is a time of rest for the energy and drinking water sectors in the country, in Muthanna Governorate it has become an additional time for the summer season, as citizens complained about the low hours of supplying electric power, and the lack of water for drinking and irrigation, while job opportunities remained scarce. This prompted the youth of the province to migrate to Baghdad, Karbala, or Basra in search of a living. The deputy from the province, Bassem Khashan, launched an attack on the central and local governments, stressing the lack of fairness in the province before and after 2003.
Khashan told "Al-Sabah": "Al-Muthanna Governorate is the poorest governorate, as the poverty rate in it exceeds 50 percent." He attributed the reason to "the incompetence of the local government and negligence on the part of the federal government," pointing to "the failure to allocate budgets commensurate with what the governorate suffers from." .
He added that "the governorate is neglected and suffers from poverty and deprivation before and after 2003, and while important projects are allocated to other governorates, funds are allocated for unimportant projects in Muthanna and they are wasted." Agriculture,” noting that “the amount of water supplied is insufficient and leaks into primitive canals. As for electricity, it has not improved and is very bad, and processing times are short.”
According to a previous statement by the official spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi, Al-Muthanna governorate leads the poorest governorates with a rate of 52 percent, while observers attributed the reason for this percentage to the lack of sources of income for citizens compared to other governorates, as neither the federal government nor the local government succeeded in finding solutions. useful for poverty in it.
For his part, the deputy governor of Muthanna, Ali Hamza, attributed the deterioration of services to technical reasons, while expressing his optimism about the improvement of the work sector after the completion of a number of projects.
Hamza told "Al-Sabah": "Al-Muthanna Governorate suffers from a severe scarcity of raw water that reaches the Rumaitha River, as the share of the governorate is 10 m3 per second, while nothing has arrived due to the excesses of the neighboring Diwaniyah governorate on that share." He added that “The percentage of raw water reaching the central Samawah water project is (zero), so the Euphrates River is relied upon, which is salty water that does not meet the specifications,” stressing that “the governorate has been suffering from water scarcity for more than a month, with complexes ready to filter the water, except That the total dependence on the Euphrates River is not suitable for drinking.
Regarding electric power, Hamza said: "The problem with electricity is that Iranian gas has not reached power plants for two months, so the province's share was small," adding that "the situation has now improved."
As for roads, Hamza described them as relatively good, especially city centers, districts, sub-districts, and rural roads. Regarding the availability of job opportunities, he confirmed, "There are very large investment projects, construction and food industries factories, in addition to the six cement factories," and he expressed his hope that these projects, if completed, will be An opportunity for the people of the province to provide suitable and rewarding job opportunities.
