Yesterday, Sunday, deputies revealed that meetings will be held with the Ministries of Finance and Planning in order to reduce budget amounts, and they talked about the importance of passing the law away from political pressure.
Representative Jamal Cougar said, in press statements followed by (Al-Mada), that “there are many observations about budget legislation for three years within the House of Representatives.”
Cougar added, “The budget may witness amendments to some of its items and paragraphs in light of the large deficit, and that large paragraphs should be studied. Therefore, we have three weeks of time to sit with the ministers, Minister of Finance Taif Sami and Minister of Planning Muhammad Tamim.”
He pointed out, “The authority of the Finance Committee and the House of Representatives is first to reduce the deficit, second to transfer, and third, to add paragraphs that have no financial side.”
Cougar explained, "Parliament will work to make some amendments in the paragraphs and items of the budget, according to the powers granted to it, without any financial additions."
On a related note, Representative Mueen Al-Kazemi stated, "The budget law is still under discussion in the Finance Committee, and we will try to hold discussions with the various relevant ministries in order to make some amendments within our constitutional powers."
Al-Kadhimi continued, "The initial view of the budget gives the possibility of making some reductions in its amounts, and this includes unnecessary expenditures, and thus we can reduce the deficit amounts by about 30 trillion dinars."
He pointed out that “the date for the second reading of the law has not been set yet, but it is expected that it will take place at the end of this month, that is, after the end of the Eid holiday.”
And Al-Kadhimi concluded, “All political conditions have become ready to complete the budget law and vote on it, but today we are looking for solutions to some of the technical problems that exist in the project in order to get it out in a way that preserves the economic situation and supports the government in implementing its ministerial platform.”
For his part, MP Muhammad Al-Baldawi stated, “Some political forces have begun to hint at the introduction of other laws in return for passing the budget law, and this proposition will face widespread rejection from the rest of the political forces.”
Al-Baldawi continued, “The draft budget law must be independent, as it preserves the general interests of the Iraqi people, such as salaries, appointments, and the interests of all governorates. Therefore, any law that is intended to be brought before the budget law is rejected.”
He pointed out that “the Fatah parliamentary bloc and other political forces strongly reject the submission of the budget law to any political bargaining.”
Al-Baldawi concluded, “These propositions will be completely rejected, and we will work to pass the law as soon as possible, away from any political disputes.”
The Council of Ministers had voted earlier on the draft budget law for three years, including an amount amounting to 200 trillion dinars, 75% of which was allocated to the operational side, while the rest is for the investment side, which takes the form of implementation projects for electric power and the construction of roads, schools and hospitals.
