Provincial councils return after an absence with a heavy legacy

Specialists in local and international political affairs wondered about the ability of provincial councils to have clear plans that address the crises of local administrations and the legacies of previous governments, in light of the existence of a “service reform” program for the federal government.
The head of the Iraq Center for Strategic Studies, Ghazi Faisal, told Al-Sabah: “The provincial councils were elected, and responsibilities were formed and distributed, by electing a president for each council and a governor, and according to the powers granted to these councils, their mission is legislation in addition to oversight, and their responsibility and mission are dual.”
Faisal pointed out that “councils can develop solutions related to local administration crises and the legacies of previous governments, while amending previous legislation with the aim of reform or legislating policies, laws and regulations that regulate the work of councils and their relationship with society and the federal authority in a way that serves the work of these councils and implements radical reforms to perform their function.”
The head of the Iraq Center for Studies explained that “these radical reforms occur through coordination with the Council of Ministers for approval or follow-up,” pointing out that “the councils possess important oversight authority over the work of various institutions in the governorate in the sectors of the economy, agriculture, industry, and infrastructure.”
Faisal added, “Provincial councils face several challenges in their communities, the most important of which are unemployment, poverty, and many problems that require local councils to play their role in solving them.”
Political analyst Ali Al-Baidar said in an interview with Al-Sabah: “The new governorate councils began with a crisis, which is the crisis of results, in addition to the crisis of forming local administrations and the accompanying competition and political division, resulting in consensual councils or administrations.”
Al-Baidar believes that “consensual administrations will remain crisis administrations subject to regional political balances, so their programs will falter, especially since they have not yet presented any program or action plan to achieve the desired reform or contribute to addressing previous crises.”
He stated that “the electoral programs that were presented before the elections were ambitious, but projecting them on the ground will be difficult because the legacy is heavy, and the absence of local councils during the past years has created a new, almost dictatorial culture in the administration of the governorates.”
He continued by saying: “Returning to the governorate councils after five years needs time to consolidate its roots, by achieving something during this year if it has a strong administration and approach that can achieve half of what is required of it, especially since the federal government has a strong reform and service program on the other side.” ».
