The media office of the Presidency of the Republic stated in a statement received by Al-Sumaria News, “After the issuance of the decision of the Federal Supreme Court No. (224 and its consolidated number 269/Federal/2023) on 2/21/2024, the President of the Republic met with the President of the Federal Supreme Court to consult regarding what was stated in the court’s decision above.” ".
According to the statement, the President of the Republic stated that “the political process after the year 2003 was based on a number of constants that were agreed upon by the will of the political leaders, and were established in the Constitution. The most prominent of these principles is that Iraq should be a federal state with a system of government in which it is republican, representative, and parliamentary, and the Constitution explicitly approved federalism.” The Kurdistan Region and its existing authorities, which means that the Kurdistan Regional authorities have full powers over the region and its citizens in a manner that does not contravene the Constitution and the law, other than the exclusive powers of the Union.”
He stressed that "drawing financial and customs policy, issuing currency, regulating trade policy across the borders of regions and governorates in Iraq, and drawing up monetary policy are the exclusive powers of the Union, but implementing this policy and determining implementation mechanisms fall within the powers of the region."
For his part, the President of the Federal Supreme Court indicated that “the court is committed to what was agreed upon by the founders of the political process, and what was codified in a constitution that was accepted by the Iraqis, which regulated the relationship between the federal authorities and the regions, and that the Federal Supreme Court is keen to implement what is stated in the constitution and the legislation in force, and that it will be supportive.” The first is for the principles of legality and legality to prevail, and you will be the trustee who protects the rights of the people and is loyal to the blood of the martyrs.”

The President of the Federal Supreme Court pointed out that “the Federal Court’s decision No. (224 and its unified No. 269/Federal/2023) related to the salaries of employees of the Kurdistan Region of Iraq aims to protect the public interest and achieve social justice, and that the Federal Ministry of Finance has direct coordination with the Ministry of Finance and Economy in the Kurdistan Regional Government.” Regarding the subject of the decision and setting the total and partial frameworks to implement its provisions in a way that maintains the continuity of salary disbursement without stopping for technical or procedural reasons, this is because the Emiratisation mechanism requires a period of time according to the letter of the Federal Ministry of Finance. Therefore, salaries are disbursed in cash to the remaining employees for whom the Emiratization process has not been completed due to technical procedures until Completing the entire salary localization process.”
He stressed that "the court will remain supportive of the rights of the people and their defenders, and will be in constant communication and consultation with His Excellency the President, as well as continuous communication with the Federal Ministry of Finance to remove obstacles that may face the implementation of the decision."
For his part, the President of the Republic affirmed his “strong keenness to implement the provisions of the Constitution and legislation in regulating the relationship between the components of the Iraqi people and to work to alleviate the suffering of the Kurdish people resulting from irregular payment of salaries, and his emphasis on working with the regional authorities for everything that is good for the region and its people.”
