    Al-Samarrai continued, “Early elections were proposed by more than one political party, but implementing them in reality is not easy and requires several factors.     He pointed out that "the Sunni component is too large to be represented by a specific person, and no one sympathized with the Sunni side in giving them a position after the fall of the previous regime. Recalling that "the relationship of the previous regime with the Samarrais was not close because we did not submit to it, and there was more than one coup movement, and many of the people of Samarra were executed, including 6 of my tribe at the time."

    He stated that "Samarra was subjected to great injustice and its people bore the price for their positions that they defended because of their belief in basic national issues.     Al-Samarrai continued, "Many terrorist and international parties were careful in choosing the places through which to disperse the Iraqi people, and the incident of the explosion of the two military shrines had disastrous consequences for the Iraqis.     Regarding the internal issues in the city, he stressed that “it is safe and under reconstruction, but some issues must be resolved, such as moving away from militarization, restoring the civilian character, and some of the procedures implemented on those entering the city,” noting that “there are some problems with the presence of the Peace Brigades and the Popular Mobilization Forces, but we do not resort to "To inform the media about these issues, but also to the concerned authorities."

    He stressed that "the security measures taken by some military forces to prevent visitors from entering the city led to most of the districts not reaching the city. This file was raised in the state administration, but it needs the Sunni forces in particular to follow up on it because it is one of the basic issues and everyone bears this responsibility.”

    Regarding the issue of choosing the Speaker of Parliament, Al-Samarrai said, “There is no obstacle to choosing a new Speaker of Parliament and at any time the paragraph can be placed on the Council’s agenda, but the positions have become clear and the best solution is to continue voting because amending the internal regulations will lead us to other problems, and we met more than Once with other Sunni alliances, but the issue of the Speaker of Parliament cannot be resolved with wishes because it is not a personal issue and the nominated personality must be inclusive of everyone, acceptable and not cause problems.”

    Al-Samarrai noted, “I was not against Shaalan Al-Karim, and I agreed with him that the first round was the one in which I would not be with him only, and I spoke to him about the issue of not objecting to the internal mandate because its purpose is to create problems, and if I had had a position towards him, I and those with me would have boycotted the session,” adding: I was not nominated for the presidency of Parliament, and we do not have a contract with the nominated names, and if it goes towards Al-Issawi, it is a good choice, and if it goes towards Mahmoud Al-Mashhadani, then he is our candidate.”

    He continued, "The current circumstances are different from the previous ones, and Salem Al-Issawi cannot resemble Al-Halbousi if he obtains the presidency. Our criterion for personality is not rivalry, but rather ability, potential, and experience."

    Regarding the issue of the international coalition’s exit, he stressed that “the Coalition of Resolve cannot proceed alone with the draft law on the exit of the coalition forces because the government is the one that determines our priorities in international issues and what they reflect on Iraq economically, politically and security-wise. The government proposed bilateral agreements and we authorized them and our position is with the government’s opinion.”

    Regarding the governorate council elections, he pointed out that “we got 7 seats in Salah al-Din, but one of our candidates was excluded by Accountability and Justice and his votes were canceled. The agreement was for the masses and we are with giving them the right. Abu Mazen chose (Badr al-Fahal) for the position of governor and we supported his choice, and the task before him is very large.” He must prove his worth,” explaining that “the governorate’s current financial allocation is insufficient for its reconstruction due to the presence of many ongoing projects and a complete plan for reconstruction.”

    Al-Samarrai concluded, "The problem of the region must be solved, and Masoud Barzani prevails in the language of dialogue and the completion of matters with Baghdad. As for the issue of elections, it is a private matter for the Erbil government, and it is difficult not to participate in it, and withdrawal from Baghdad is never a solution, and internal disputes among the Kurdish house must be resolved."
