    The second session of the second session of the first legislative year in the fourth parliamentary session under the chairmanship of Mohammed Halbusi, in the presence of 198 deputies, the first reading of three draft laws. 
    At the beginning of the session, the President of the Council decided to postpone the first reading of the draft law on illegal gain submitted by the committees of integrity, finance and legal until the submission of a report by the relevant committees to the Council. 
    The Council completed the first reading of the draft law of the first amendment to the Integrity Commission Law No. (30) of 2011 submitted by the Integrity and Legal Commissions and civil society institutions and parliamentary development for the purpose of activating the mechanisms of combating corruption and reviewing the departments of the Integrity Commission and extending the powers of the Commission to crimes committed in unions, Professional associations and to respond to Iraq's international obligations.
    The Council completed the first reading of the draft law amending the Penal Code contained in the Penal Code No. (111) for the year 1969 and the other special laws No. (6) of 2008 submitted by the Legal Committee in view of the amendment of the fines stipulated in the Penal Code No. (111) of 1969 under Law No. (6) for the year 2008 and to include this amendment to fines provided for in other laws and to eliminate this disparity by increasing the amounts of fines contained therein. 
    The Council voted to postpone the reading of the draft law to address the abuses of housing with the granting of committees of services, reconstruction and legal period of two weeks to study the draft law in order to continue reading or return to the government. 
    The Council also voted to amend Article 72 first of the Rules of Procedure and to exempt the Mirror, Family and Childhood Committee from quorum.
    The Council completed the first reading of the draft law on the first amendment to the Nationality Law submitted by the security, defense and legal committees due to the emergence of problems and obstacles in the practical application of the Iraqi Nationality Law No. (26) for the year 2006 and for the purpose of putting legal treatment for these problems and obstacles and facilitating procedures for the citizen. On the Iraqi nationality, and half of the segment of eligible Iraqi nationality affected under the former regime. 
    It was then decided to adjourn the meeting until Tuesday, 12/3/2019.
