The Council of Ministers held, on Tuesday, a regular session headed by its President, Mustafa Al-Kazemi, and issued several decisions.
A statement by the Council, a copy of which was received by Mawazine News, stated that “Prime Minister Mustafa Al-Kazemi presided over the eighteenth regular session of the Council of Ministers today, in which developments in the country’s events were discussed, and the topics included in the agenda were discussed.
At the beginning of the session, the Prime Minister directed the Ministers of Electricity and Trade to "field follow-up to the departments of their ministries and work hard to find solutions to the obstacles they face."
He stressed, "The Ministry of Electricity will exert its utmost efforts and work hard to provide electric power to citizens."
The statement stated, "The session witnessed the Cabinet's approval of the recommendations of the investigative committee that was formed according to Cabinet Resolution (140 of 2021) regarding the Ibn Al-Khatib Hospital fire accident, which includes:
1- Obliging the Ministry of Health to impose disciplinary penalties commensurate with the severity of the accident against each of (Salman Hamid Ali / Director of Ibn Al-Khatib Hospital) and (Na`im Kadhim Muzayel / Administrative Associate) and (Ahmad Jassam Ali / Official of Civil Defense) and relieving them of their positions and downgrading their degree Hospital director according to the law.
2- Exempting the Director General of Baghdad Health / Al-Rusafa from his post, and obligating the Ministry of Health to take the necessary measures to implement this in accordance with the law.
3- End the case of withdrawal of the hand stipulated in Cabinet Resolution No. (140 of 2021) against the Minister of Health and the Governor of Baghdad.
4- Obligation of the Ministry of Health and its affiliates, including departments, hospitals and health institutions, to implement the regulations, instructions and uncles in force in a manner that guarantees the safety of patients, companions, auditors, and medical staff, including adherence to the number of companions, specifying visiting hours, selecting competent personnel, and assigning them to the tasks of inquiries and ensuring the availability of safety requirements and safety conditions from early warning and systems Extinguishing fires, and dealing firmly with the violators and negligent in violating the Ministry's law and instructions.
5- Activating the text of Article (12) of the Third Amendment Law of the Governorates Not Organized in a Region Law No. (21 of 2008), to end the case of conflict of competence between the governorates and reference ministries with regard to health departments and general directorates of education, and to oblige ministries and governorates to implement the text of the aforementioned article.
The Cabinet approved the recommendation of the Supreme Committee for National Health and Safety, which included the following:
1- Imposing a comprehensive curfew for a period of 10 days, starting from May 12, 2021, until May 22, 2021. With the closure of malls, restaurants, cafeterias, cafes, cinemas, parks, event halls, weddings, swimming pools, gymnasiums, and others.
2- Preventing the establishment of human gatherings in all their forms.
3- Stopping attendance education in schools, institutes and colleges and making it electronically remotely, with the continuation of the Supreme Committee for Health and National Safety Decision No. 10 of 2021, which includes excluding the ending stages of the faculties of medicine, dentistry and nursing in the presence of (practical) study only for the completed stages (two days per week) .
4- Prohibition of travel to India and those coming from it until further notice.
5- For Iraqis currently in India, they must:
A- Create special places for the purpose of compulsory quarantine in their provinces for a period of 14 days.
B- The Ministry of Foreign Affairs, in coordination with our embassy in India, should prepare lists of the names of Iraqis currently in India, who wish to return to Iraq, taking written pledges to abide by mandatory quarantine in places designated for this purpose, taking their residential addresses in Iraq and sending them for the purpose of preparing for their quarantine and according to their provinces of residence.
C- All health departments must coordinate with the governors and other departments for the purpose of preparing quarantine places for arrivals from India.
6- Approaching the General Secretariat of the Council of Ministers, the Ministry of Finance, the Ministry of Interior, and the Civil Defense Directorate to take their role, each according to his specialization, in providing the necessary funds to rehabilitate the infrastructure in terms of occupational safety requirements and to define clear duties for personnel to protect facilities within health institutions and to follow up on safety and security measures within health institutions In all health departments in all governorates.
7- Emphasizing on all ministries and departments, especially the nature of the presence of auditors in a crowded manner, with the necessity to take all measures that would oblige their auditors to show a negative examination result for Covid-19 disease (PCR), or the vaccination card when reviewing their departments, in order to prevent transmission of the disease to its members and its spread among the auditors .
8- Emphasize that all ministries and departments not associated with a ministry, departments and non-governmental institutions must take measures to urge their affiliates to be vaccinated with the Covid-19 vaccine, and implement the recent decisions of the Supreme Health and Safety Committee strictly.
9 - Emphasis on all societal forces, devoted to clerics, tribal sheikhs, intellectuals and activists, to assume national and moral responsibility and to intensify awareness of the seriousness of the disease and the importance of taking vaccines.
10- Emphasizing on all media channels, governmental and private state institutions and civil society organizations, making every effort to urge citizens to adhere to preventive measures, and to encourage citizens to take the vaccine in health centers and accredited hospitals.
11- Emphasizing on the Baghdad Operations Command, the Ministry of the Interior and the National Security Agency to support our health teams in their monitoring rounds to follow up on the implementation of preventive measures in public places, restaurants, malls, cafes and others during official working hours and outside.
The Council of Ministers also discussed other issues included in the agenda and took the following decisions:
First / Approval of the draft law regulating the rights of victims of Ibn al-Khatib Hospital, and referring it to the Council of Representatives based on the provisions of Articles 61 / Item First) and (80 / Item Second) ) Of the Constitution.
Second / Approval of the project to regulate service wages in the centrally funded departments of the state and their devolution, and refer it to the House of Representatives based on the provisions of Articles (61 / First Clause) and (Item 80 / Second) of the Constitution, taking into consideration the views of some members of the Council of Ministers during Meeting session.
Third / Third / Approval of the Ministry of Commerce’s proposals regarding the supply of a food basket set out in its letter numbered (MW / 469) dated February 9, 2021, according to the following:
1. Securing the financial allocations for the project of preparing the food basket from the Ministry of Finance, which fall within the allocations of the ration card determined in the budget for the year 2021.
2. The Ministry of Oil provides the necessary support to the Ministry of Trade to implement Paragraph (1) above, in coordination with the Ministry of Finance.
3. The General Company for Foodstuff Trade, one of the Ministry of Trade formations, undertakes the contract with a specialized company according to the best offers submitted according to its contexts.
