, member of the Parliamentary Agriculture and Water Committee, Ibtisam Al-Hilali, on Thursday, criticized some provisions of the strategic framework agreement between Iraq and Turkey, noting that the agreement gave the Turkish side the right to control Iraqi water wealth.
Al-Hilali said, in an interview followed by Mawazine News, “The Iraqi government signed the strategic framework agreement with the Turkish side. In other words, Turkey is the one who will control the management of Iraqi water wealth, and this was a Turkish demand to obtain gains in exchange for providing services to Iraq.”
She added, "Some of the terms of the agreement are encrypted and unclear, and it did not specify the percentage or quantity of water that Turkey releases to Iraq. In addition, the agreement included the entry of Turkish companies to work in water projects, meaning managing Iraqi water by monitoring the water flow, constructing dams, and creating new rivers, as you see fit." Turkey is suitable for it on Iraqi territory.”
Al-Hilali stated, “Before signing the agreement, the Iraqi negotiator was supposed to put in place a clause obligating Turkey to cancel the Turkish Al-Jazra Dam, considering that this dam is a deadly poison on the Tigris River.”
A member of the Parliamentary Water Committee pointed out, “Iraq does not need Turkish companies to manage water resources, given that there are international foreign companies with modern systems capable of covering secondary rivers, protecting them from evaporation, and rationing water correctly.”
