A few days before the return of the Iraqi parliament to hold its regular sessions after its first legislative recess, which lasted four weeks, disputes are raging within the political blocs in parliament over the chairmanship of standing committees, especially the important ones, such as the committees on energy, security and defense, integrity, finance and foreign relations.
The main forces within the House of Representatives are pressing to implement the quota system in force, at a time when independent and civil forces are required to exercise their opposition role, which they promised before the last elections in October of last year.
Since the previous parliamentary sessions, the Iraqi parliament has adopted the principle of quotas as a mechanism for distributing members of parliament to committees and dividing their chairs. This principle is based on the parliamentary weight or size of each bloc, which depends on the number of its seats. These committees are also divided into (A, B, and C) according to the importance of each committee, on the same basis as dividing ministerial portfolios between sovereign and non-sovereign.
Parliament postponed the decision to chair the committees to its second legislative term, which begins on the eighth of next January, after it was not possible to resolve the disputes over it and the end of the work of the legislative term.
Political agreement on the necessity of resolving the presidency of parliamentary committees
In turn, the representative of the "Coordinating Framework" coalition, Aref Al-Hamami, acknowledged "the continuation of differences between blocs and parties regarding the chairmanship of parliamentary committees, especially the important ones."
He considered that these differences "are a normal matter within the political competition, but in the end the distribution of the committees will be in accordance with prior agreements between the political forces."
Al-Hamami indicated that "there is a political agreement to decide the presidency of parliamentary committees in the new legislative term in the coming days, but there is no agreement on naming or distributing the presidency of the committees."
He pointed out that "there will be differences, but they can be resolved through negotiation, as happened with the formation of the cabinet of the government of Muhammad Shia' al-Sudani."
Al-Hamami explained the current trend in distributing the responsibility of chairing committees among the political blocs, saying that "it will be according to the parliamentary sizes of each bloc, and each committee will have certain points, and every 5 parliamentary seats is one point, and on this basis the file of chairing the committees will be decided." He also stressed that "there is an agreement to appoint two deputies for each committee chairman, in order to reach a quick political agreement to resolve this issue."
It is scheduled that Parliament will resume its legislative work on the eighth of next January, after the recess it declared after the end of the first legislative term of its life.
The Most Important Challenges Before Parliament
Several important files await Parliament, most notably the legislation of the financial budget law for the new year, and the controversial Civil Status and Freedom of Expression laws. He is also expected to announce the amendment of the Parliamentary Elections Law, which is described as the most prominent challenge to Parliament and the political process in the country as a whole, as a result of the opposition of the "Sadr movement", which is currently boycotting the political scene, any amendment to the current law.
For his part, independent member of Parliament Sajjad Salem pointed out that "independent MPs will seek to obtain the presidency of some important parliamentary committees, so that there is real legislative and oversight work, away from any pressures and political pleasantries."
Salem accused what he described as "the influential forces of working to exclude civilians and independents."
He also stressed that these forces seek to "acquire the presidency of parliamentary committees through the principle of quotas and consensus."
He stressed that it aims to keep "the legislative and oversight work in accordance with political and partisan whims and in accordance with the personal interests of some leaders, and for this there will be a struggle between those forces over the presidency of these committees."
Salem pointed out that "there is communication and coordination between a number of independent deputies in order to unify positions regarding the presidency of parliamentary committees." He pointed out that "there is insistence on taking over the presidency of some important committees by independent representatives, so that there is real oversight work on the work of the government and there are no compliments about any breaches or suspicions."
In the same context, Hassan al-Jubouri, a member of the "Sovereignty" coalition, said, "Resolving the dispute over the chairmanship of the committees depends on the results of the dialogues that will take place between these forces during the next few days."
Al-Jubouri indicated that "negotiating a settlement of the presidency of parliamentary committees will be much easier than resolving ministerial portfolios." He also stressed that there is "a great understanding between the forces of the State Administration Coalition, which constitutes the parliamentary majority in the House of Representatives, and for this reason the resolution will be quick, but some differences will be strong over the chairmanship of specific important committees."
He explained, "Political agreements remain decisive for distributing committees, and there is no intention to exclude or marginalize parliamentarians and independent blocs." He pointed out that "there will be dialogues with her in order to give her the presidency of some committees according to her entitlements."
For his part, political analyst Ahmed Al-Sharifi said, "The conflict and disagreement over the presidency of parliamentary committees, and specifically the task of them, will not be different from the struggle over ministerial portfolios in the Iraqi government."
And Al-Sharifi indicated that "the dispute between the blocs and parties over the presidency of parliamentary committees will be even within the same alliances of the same component." He also pointed out that "every political party seeks to strengthen its parliamentary influence through these committees, as happened in the file of forming the cabinet."
Al-Sharifi stressed that "more than a year has passed since the parliament's life, and the parliamentary committees have not made up their minds due to political differences and conflicts."
He pointed out that "resolving this file will not be easy and will take a lot of time, especially with the existence of competition for these presidencies by independent representatives, who constitute quite a number under the dome of parliament."
