hosted the Parliamentary Finance Committee, the government delegation negotiating regarding the region’s share of the budget, and a source in the committee stated that there are major disagreements that need a political decision in order to resolve them, especially since Baghdad talks about large sums owed by the region, and this is what the latter denies. Member of the Finance Committee, Jamal Kujar, said in an interview with “Al-Sabah”: “The committee hosted the federal court team negotiating with representatives of the Kurdistan region to implement the budget,” noting that “the government delegation presented its vision of the region’s share in the budget in numbers, and there are interventions from representatives to clarify some of the numbers.” And the unclear texts interpreted by the negotiating committee,” he added, “The committee’s meetings with the negotiating team will continue until solutions are reached.”
He said: “The differences are great regarding the region’s share, and hosting the negotiating delegation yesterday, Monday, in the committee did not resolve the matter in one session, because there are two governments negotiating and not a committee with a government delegation, and therefore the session was dedicated only to clarifying some inquiries for the members of the committee.”
He added, "The differences lie in a number of points; the first of which is the oil file, which includes production, the quantities delivered, and the quantities that are supposed to be delivered, as well as the file of the border ports, as the federal government demands all imports from the ports in the region. For its part, the region says that there are ports that it does not recognize and considers to be Unofficial".
He continued: “As for the third file, it is the non-oil resources - except for the ports - and this has not been agreed upon yet and is considered a controversial point. For all of this, the federal government calculated the oil and non-oil resources and imposed them on the region, and the latter does not recognize them, so we need to... A political decision to resolve it.”
In addition, a source in the Finance Committee told Al-Sabah: “The government delegation talked about the numbers between Baghdad and Erbil, as the federal government says that it delivered 8 trillion dinars to the region, and the region says that there are no such amounts.”
He continued, "The federal government has calculated the region's revenues within six months, and the region, for its part, stated that the amounts are two and a half trillion dinars for six months, according to revenues." In addition, political affairs expert Kazem Al-Hajj said that the Iraqi government rejects any external interference to resolve disputes with the Kurdistan Regional Government.
Al-Hajj stated in a press interview: “The Kurdistan region’s resort to an external party regarding resolving its financial disputes with the Iraqi government is very unlikely, especially since the international position is with strengthening Baghdad and not weakening it, and the Iraqi government rejects any external interference to resolve disputes with the regional government.”
He added, "The Iraqi government deals with the Kurdistan Regional Government in accordance with the Iraqi Constitution, and it cannot bypass this matter due to any internal or external pressures. Therefore, the Kurdistan Region will be obligated to pay the oil and non-oil revenues it owes to Baghdad to resolve disputes. Otherwise, it will "The dispute continues without any solutions."
