    Dagher in an interview with journalist Muhammad Qais, followed by Network 964 :

    90% of the money on the street comes from salaries, and it is strange that it is settled in two banks (Al-Rashid and Al-Rafidain), as they do not have a banking system, nor do they have “Core Bank”, and therefore they brought in payment companies, and the customers’ affairs became in their hands, as the bank does not even have a withdrawal device. Cash (ATM).
    More than 90% of employees deal with these two banks.
    They are two long-standing banks, but today we are in a position that requires action. The restructuring process has been ongoing since 2006 and they have formed many committees, but they understood that this process is to support and preserve these two banks, and in my opinion we must change the formula of the working relationships within them.
    In my opinion, the Iraqi banking system cannot be changed with the presence of these two large, heavy bodies, despite their heritage.
    If we want to improve our work with the two banks, we must move them away from the centralization of the Ministry of Finance, as all decisions are not in the hands of their boards of directors, but rather under the control of the Ministry of Finance.
