    While the Kurdistan Regional Government has set the end of next year, 2024, as a date for all its employees to open an electronic financial account, the file of paying the salaries of the region’s employees remains one of the largest files on the discussion table between Erbil and the federal government, which transferred an amount of 700 billion dinars as a new loan to the region to meet the obligations of those salaries. The leader of the Kurdistan Democratic Party, Wafa Muhammad Karim, told “Al-Sabah” that “the financial loan amounting to 700 billion dinars was transferred to Kurdish banks, and that the visit of political delegations to Baghdad was to discuss and discuss this file, and to make a settlement between the region and Baghdad over sums of money.” Loans obtained by the region to reach an agreement. He stressed that “salaries are paid to all employees of the region from Zakho to Halabja without exception,” indicating that “there are a number of employees in Sulaymaniyah who receive their salaries from Erbil and vice versa.” He continued, “The number of employees in the region amounts to one million and 250 thousand employees, and all of them receive their salaries.” Of these loans, and that any talk to the contrary issued by some parties is merely propaganda,” and we affirm that “the employees of Sulaymaniyah receive their salaries before the employees in Erbil.”
    For his part, the former Director of the Financial Supervision Bureau and Dean of the Institute of Internal Auditors, Salah Nouri, told Al-Sabah: “Federal Financial Management Law No. (6) of 2019 in Chapter Seven dealt with (loans and guarantees), and in Articles 40 - First, second, and third, which stipulated that loans be granted to the region and governorates not organized in a region in exchange for guarantees, and that they be mentioned in the federal general budget law.” He added, “Article 41 - First, Secondly, stipulated that the Federal Ministry of Finance must have guarantees from the allocations of the borrower mentioned in the Federal General Budget Law,” and he continued, “Based on the above, loans can be granted and guarantees determined from the allocations in the Federal General Budget Law, first.” Then the loans are collected from the borrower’s allocations, and this applies to the salaries of the Kurdistan region.”
    Economic expert Bassem Jamil Antoine told Al-Sabah: “What is happening in Iraq now is outside the legal contexts, as the budget is supposed to fill the share of the Kurdistan region, and the region pays for that share with oil in the amount of 450 thousand barrels per day,” calling for action. A "clearing" process and not to leave financial matters with the region pending. On the other hand, the coordinator of international recommendations in the regional government, Dr. Dindar Zebari, told “Al-Sabah”: “The regional government launched an “account project,” whereby all employees will have an electronic financial account at the end of next year.” He added, "The Coordinator's Office prepared 5 reports on the implementation of the National Human Rights Plan for the legislative, executive, and judicial authorities in cooperation with United Nations agencies and international and local organizations, and held about 60 workshops, 40 meetings, and field visits to introduce it, in addition to holding 5 meetings with the Ministry of Foreign Affairs and the British Consulate."     He pointed out, "334 cases were referred to the courts and judicial decisions were issued against 77 employees at various job levels regarding corruption cases, while the number of drug users in the region reached 2,676 in correctional facilities as part of the regional government's efforts to combat drugs and psychotropic substances."
