    MOSCOW - Moscow has accused Washington of violating the Vienna Convention on Consular Relations and violating international conventions and conventions by not allowing its diplomatic mission staff access to the archives of the Russian consulate in San Francisco.
    After Washington shut down the Russian consulate in San Francisco last month in retaliation, it banned its Russian diplomatic mission personnel from accessing the archives of the consulate themselves, and collected, transported and handed over to the Russian Embassy in Washington.
    The Russian embassy in the US capital said in a statement on its Facebook page that Washington did not allow the Russian side to transfer documents independently in violation of international standards.
    The embassy said that the refusal of the US authorities to allow its staff access to the building of the Consulate General of Russia in San Francisco for the transfer of the archives, is a serious violation of the Vienna Convention and in violation of international conventions and norms.
    "The US authorities did not allow us to reach the Russian consulate in San Francisco to transfer the archive after it was closed by a retaliatory decision on September 2. Instead, US officials collected and transferred the archives of the Russian consulate to Washington, Noting that this was done despite repeated protests from the Russian Foreign Ministry and the embassy. "
    The Embassy noted that the archives and consular documents enjoyed "immunity at all times, wherever" and that the United States, through its actions, "again flagrantly violates the relevant provisions of the Vienna Convention on Consular Relations and the bilateral Convention" in this regard.
    "Washington's official position on international law, diplomatic facilities and consular property opens up the possibility of dealing with US missions in Russia under the principle of reciprocity, on which diplomatic relations are based," the embassy warned in a statement.
