Sistani's reference calls for reducing the influence of armed factions
17/12/2017 12:00 AM [rtl] Tamer al-Ghobashi and Mustafa Salem / The Washington Post The top Shiite cleric in Iraq on Friday called armed factions that helped to conquer the land and seized the choice between politics and weapons, in support of the prime minister's basic demand. However, Ayatollah Sistani refrained from canceling the fatwa he had issued in June 2014 urging Iraqi citizens to join the security forces on a day that was a "preacher" sweeping the country until it ended with the occupation of nearly a third of Iraq's territory. Instead, al-Sistani said: "All weapons must be placed under the control of the state and all armed groups must move away from political participation." This is an important step in reducing the situation in Iraq to a post-war situation. Al-Sistani's call, delivered through the weekly prayer sermon in Karbala by the representative of the religious authority, is coming out before the elections next spring, in which Prime Minister Haider al-Abadi is expected to face a challenge from faction leaders who have gained influence and prominence During its three-year battle against terrorists. Al-Abbadi's survival at the top of power in Iraq is a top priority for the United States, which has been working closely with the Iraqi prime minister throughout the war. Washington, like many Iraqis, sees Abadi as an acceptable figure among the conflicting parties with the ability to achieve national reconciliation between Sunnis and Shiites. Sistani's recent directives are likely to strengthen Abadi's position, which has already declared that curbing the armed factions is an urgent priority for the stability of the country as he goes on his journey to address the physical and social damage left by the occupation. In an interview with the Washington Post in October, Abbadi said: "The factions must join the regular Iraqi security forces and otherwise be resolved, and it is important for them to separate their political activities from the military. Abadi added, warning that those who reject it will become "outlaws ". In his sermon on Friday, Sistani did not name the factions by name, but he came up with an example of what Abbadi had expressed, thus positing the possibility that these factions would lose the popular support they had gained if he had broken his call. Iraq will still need the human capabilities of these volunteers, but that must be exclusively within the Iraqi security forces, he said. "It is necessary to continue to use this important energy within the constitutional and legal framework that limits the weapon to the state," he added. He went on to say that these volunteers, known as the popular mobilization units, have gained fame that surpassed the reputation of any political force in Iraq, but the exploitation of this popular political tools will stain this holy image, as he described. It is well-known that Sistani's words resonate deeply in the hearts of the Shiite majority in Iraq. His fatwa issued in 2014 was followed by a huge gift to join the security forces. Although the reference called on volunteers to register with the Iraqi police or the army, most of those volunteers began to race to join the existing factions or to form new factions under the banner of religious religious duty. Al-Sistani's call resulted in an increase in the number of volunteers in the factions to about 100,000 members who were working under the umbrella of a university called "popular mobilization units." In 2016, the units were officially incorporated into Iraq's security apparatus and became subordinate to the Prime Minister's Office. The popular mobilization units participated in almost all major battles against the Da'ash organization. The most recent participation of the crowd in the quick campaign to restore the city of Kirkuk from the control of the Kurds after their failed attempt to secede. The crowd is also deeply embedded in the fabric of the Iraqi government structure. The Badr Organization has seats in parliament and the ministers who have punished the Interior Ministry are senior leaders of this group. Last week, a number of well-known faction leaders, including Muqtada al-Sadr's peace brigades and the Badr Organization, led by Hadi al-Amiri, announced a desire to renounce violence or separate their political activities from their armed wings. This was the clearest indication yet that these leaders intend to participate in the general elections next year.
