Disputes border control threatens the future of Iraqi-Jordanian relations

    BAGHDAD (Reuters) -
Iraq's government has begun moving towards controlling the Iraqi border with Syria and Jordan to prevent the infiltration of terrorist elements into Iraq.
The Western border is a source of concern for Iraq, so it is currently working on a security agreement with Jordan to secure the border and exchange intelligence, while strengthening its military presence on the Syrian border by sending additional military units to those areas, which observers see as "soft ground" infiltration of terrorists, Air strikes inside Syrian territory.
Iraqi security sources told Al-Ghad newspaper earlier that Iraqi Prime Minister Haider al-Abadi "instructed the competent committees to expedite the completion of the terms of the agreement with Jordan," which sees Iraq as a security mission for the two countries, as well as securing the commercial transport routes linking Baghdad and Amman.
The sources added that the relevant committees "close to the completion of the terms of the agreement, which will be submitted to the Council of Ministers for the approval and approval," indicating that Iraq "carried out military operations in the desert areas adjacent to the Iraqi-Syrian border to eliminate the remnants of the callers who took from the valleys headquarters and places Through which they have completely lost control of the cities. "
The sources added that Iraq "is afraid to repeat the scenario of 2014, when swept by the organizations suddenly calling several Iraqi cities after the last parliamentary elections," pointing out that the Iraqi government "has received advice from friendly countries to take care and caution."
The Iraqi prime minister "put in his calculations with his advisers and security leaders plans to confront any potential terrorist influx that exploits the electoral situation and the preoccupation of important centers in the country to make this experience a security, political and public success.
For his part, Saad al-Hadithi spokesman for the Information Office of the Iraqi Prime Minister Haider Abadi, that his country is about to sign an agreement with Jordan to control the border after the end of the work of the technical committees concerned.
He explained the contents of the decision taken by the government on a draft agreement to control the border with Jordan, that "the decision consists of two parts, the first is the authorization of the Minister of Defense Irfan al-Hayali to sign the Convention, and the second directing the Ministry of Foreign Affairs to authorize the occupants to complete the agreement on the security and intelligence along the border with Jordan '.
The Iraqi Council of Ministers voted to amend Resolution No. 11 of 2015 on the draft border control agreement and intelligence cooperation between the Government of the Republic of Iraq and the Government of the Hashemite Kingdom of Jordan.
The Iraqi Foreign Minister Ibrahim al-Jaafari revealed on Sunday that there are differences between his country and Jordan on the issue of border control, stressing that the two countries are discussing the formation of a military committee to control and overcome differences.
In a press conference with his Jordanian counterpart Ayman al-Safadi after talks in Amman last Sunday, Jaafari called for the speedy formation of the committee, noting that "the draft border control and strategic exchange should be signed so that our economy and security are free of terrorism."
For his part, Jordanian Foreign Minister affirmed that Jordanian-Iraqi relations are strategic, noting that the meeting focused on issues of defense cooperation and at the same time on the existence of security coordination and defense between the two countries to counter the threat of terrorism.
Safadi stressed "the determination of the two countries to take all steps to develop bilateral relations and push cooperation in all fields to levels reflecting the deep brotherly relations between the two brotherly countries and peoples."
The office of Iraqi Prime Minister Haider al-Abbadi said in a statement Saturday that the air force carried out a new strike on the site «Daash» inside Syria. The statement added that the Iraqi Air Force dealt a painful blow against the site of the leaders of the terrorist Daashish south of Dhaishah within the Syrian territory, has achieved this goal after the destruction of the site completely.
Observers of the Iraqi Shiite that the dispute between Iraq and Jordan on the border control be on the presidency of the security committee to be formed between the two countries, where Iraq sees that he is the first in the chairmanship of the Committee while Jordan insists on its presidency.
"Iraq has agreements with neighboring countries, including Jordan, regarding border controls, and this file is regularly discussed at meetings of Arab interior ministers to follow up the implementation of the agreements," said Majid al-Gharawi, a member of the parliamentary security and defense committee.
He said that the Iraqi-Syrian border is now the most dangerous areas, especially that the stronghold of the organization is present in Syria and connected to the territory of Iraq, specifically Mosul, which is still under his control, recognizing that the militants are now moving between the two countries without obstacles or impediments to the absence of troops to address them.
"The international relations are not only based on the joint committees because the diplomatic work is based on reading the regional and international balances, therefore it is very necessary to see the Iraqi Foreign Ministry in the issue of foreign relations on security and border control, since the fall of the former regime and Now Jordan is still a threat to Iraq, especially after the emergence of Zarqawi, who fueled the strife in Iraq in the past years. "
"The formation of joint security committees does not work, because Iraq could have taken the initiative to move Jordan for the purpose of keeping the border for years, and not through the shy criticism of the Iraqi Foreign Ministry about the issue of not holding the border before," al-Sharifi told the Journal News. Jordan, these are commitments that must be based on successful and informed diplomacy. "
"Iraq must move seriously to put legal controls on the issue of border control and to hold Jordan to the burden of cases of breaches that are obtained by its borders through joint coordination."
The security expert Ali al-Haidari noted that neighboring countries such as Saudi Arabia, Kuwait, Jordan and Iran are able to control the border on its part and if there are infiltrations into Iraq, it will be aware of these countries, according to al-Haidari, but the border with Syria is the problem of the absence of force to control, To generally rely on its own capabilities to protect the border on its part.
Al-Haidari reviewed the methods used to control the borders of observation towers, march aircraft, thermal radars and other capabilities, which are not owned by Iraq, which has long borders with the majority of neighboring countries.
The security expert stressed that securing the border is an urgent necessity and a very important element in the ongoing battle against Daqash, who receives many of his supplies and reinforcements across the border.
Iraq's border with its six neighbors is 3,650 kilometers long with Iran, which has a border with Iraq of 1458 km and Saudi Arabia with a length of 814 km.
Iraqi Prime Minister Haidar al-Abadi said in a statement last Sunday that the air force carried out a new strike on the site of "Daash" inside Syria. The statement added that the Iraqi Air Force dealt a painful blow against the site of the leaders of the terrorist Daashish south of Dhaishah within the Syrian territory, has achieved this goal after the destruction of the site completely.
