    [size=18]Member of Parliament, Jamal Al-Muhammadawi, the head of the caretaker government, Adel Abdul-Mahdi, held the legal responsibility for issuing a diwaniya order restructuring Alaa Al-Musawi to administer the Shiite Waqf.

    And his record on this breach of the provisions of the constitution confirmed several observations, the most important of which is that Article (58) of the Federal General Budget Law of 2019 stipulates that (the government is obliged to end the administration of state institutions by proxy, except for the security and military services no later than (10/24/2019). A procedure after this date is invalid by the appointee appointed by the agency and there is no legal effect that the concerned department suspends all financial allocations and administrative powers if it continues after the above mentioned date).

     
    He added that "it is not permissible for any person to assume a position of proxy again, in addition to the repetition of the same person whose mandate was terminated because he was assigned to the agency," noting that "we also record that Article (61-VIII-D) of the constitution specifies the nature of the conduct of daily business that does not allow The Council of Ministers collectively appoints or nominates people of special grades and agency officials, so how can this be for the Prime Minister only? ”
     
    He continued, "The same aforementioned aspect of returning the moma to him by the Shiite Waqf Administration is an agency that confirms that this procedure is not correct."
