    {Baghdad: Al Furat News} The head of the Supreme Judicial Council, Faiq Zaidan, confirmed that the director of the National Intelligence Service, Mustafa al-Kazimi, was tasked with forming “consistent with the provisions of the constitution.”
    On April 9, 2020, the President of the Republic issued Republican Decree No. {12} according to which {the candidate from the parliamentary blocs} Mustafa Al-Kazimi was formed to form the Council of Ministers according to the provisions of Article {76} of the constitution, Zaidan said in a statement.     He continued, "By that, the constitutional mistake was surpassed when {the assignment of {the candidate}, the apologist Adnan Al-Zorfi, was issued according to Republican Decree No. 11 issued on March 16, 2020, when the President of the Republic at the time relied on the provisions of paragraph {Fifth} of Article {76} without {nomination} Written and in a specific name from the parliamentary bloc stipulated in Article {76} of the Constitution.
    Zidan said, "Therefore, Mustafa al-Kadhimi, under Republican Decree No. 12 issued on April 9, 2020, promises to return to the correct constitutional path to be followed in {mandating} {the candidate} to form a cabinet in accordance with the provisions of Article {76} of the Constitution of the Republic of Iraq for one year. 2005 ".
