Does the proposal to distribute 300 thousand dinars to each poor family apply?

Economic expert Rasim al-Akidi commented yesterday on the possibility of granting every poor Iraqi family a monthly sum of up to 300,000 dinars to address poverty, according to what economists suggested.
Al-Aqidi said in a press statement, “Developed countries rely on comprehensive data on the economic situation of their people, especially those below the poverty line, and they have accurate data even on small companies affected by the Corona pandemic and the extent of damage in all sectors, but the situation differs in Iraq, which does not have accurate data regarding The poor and those in need of support. Even care departments are subject to quotas, and there are parties that impose their authority and add a number of names to the sponsorship network, perhaps for electoral purposes.
Al-Akidi added, "If there is a real screening of the caregivers and those below the poverty line, then the state can give them sums of money for the subsidy, but the most important question is whether the state has the necessary financial funds because it is mainly suffering from the problem of lack of liquidity due to the fluctuation of oil prices." He pointed out that in the event that funds are available, the issue needs a wise and honest management that focuses on the money going to those who deserve it without extending the hand of corruption to that money, pointing out that "the disbursement of continuous monthly financial grants will contribute to reducing the level of poverty and moving the markets." Economists suggested spending a monthly sum of up to 300,000 dinars for each poor Iraqi family, with the adoption of the Ministry of Planning statistics, which indicate that there are two million poor families in Iraq, whose number reaches ten million, making up a quarter of the Iraqi people, indicating that according to this calculation, the state will pay 7.2 trillion dinars annually, or nearly $ 5 billion.
A member of the Parliamentary Economic Committee, Mazen Al-Faili, confirmed, earlier, that the wealth belongs to the Iraqi people, and while noting that it is not distributed fairly among the people, he indicated that the talk about paying a salary to every citizen is just an electoral campaign promising to some, according to him. "The mechanism for disbursing oil revenues to Iraqis needs a special system that differs from the current situation and the management of the fiscal policy," Mazen al-Faili stated, noting that "wealth is the property of the Iraqi people and therefore must be distributed fairly and equitably, according to the population density and entitlement of each province." Al-Faily added, "The southern governorates have entitlements in terms of petrodollars that they have not yet received due to weak procedures, mismanagement and the economic crisis that the country is going through."
He explained that "the talk of previous governments about allocating a monthly salary to every citizen is a rhetorical rhetoric that has nothing to do with reality or electoral propaganda, but when they reach the ruling they clash with reality."
Officials and representatives in parliament have been promising for years to allocate a salary to every Iraqi person from oil sales imports, without any implementation or proposal yet, at a time when activists and politicians consider that these statements come as part of the process of collecting votes before each election process.
Iraq is experiencing a suffocating financial crisis due to the decline in oil prices due to the Corona pandemic crisis, which has paralyzed large sectors of the world’s economies.
Before the Corona crisis, revenues from selling crude were about $ 6 billion per month, but they have nearly halved since last year, 2020.
