Today, Thursday, the National Retirement Authority confirmed that it had submitted proposals to increase the salaries of retirees, and while it indicated the need to amend Law No. 26, it revealed the complete closure of the end-of-service reward file for former army members.
And the Iraqi News Agency (INA) conducted a detailed dialogue with the head of the National Retirement Commission, Iyad al-Jubouri, and the advanced cadre in the commission, who confirmed that "there are several proposals made for an increase in the salaries of retirees, as well as proposals for an amendment to Law No. 26," stressing "the distribution of The 100,000 grant for all retirees who receive a salary below 500,000 dinars.
Number of retirees
The advanced cadre indicated that "the retirees from the civil and military segments total two million and 500 thousand, who are paid monthly salaries, while the total number of retirees is more than four million, including those whose salaries are suspended," explaining that "the salaries of retirees are in two parts, the first being paid through the public treasury. While the salaries of retirees are paid after 1/1/2008 through the State Employees Pension Fund through retirement deductions and suspensions during his job.
And he demanded "state and self-finance departments not to delay the process of paying pension contributions, as the State Employees Pension Fund, in light of the legislation in force, cannot grant a pension to an employee working on the job unless his department pays the pension contributions."
Pay the difference
The advanced cadre pointed out that "the development of a plan that ensures the continuation of the payment of pension differences within the funding sent by the Ministry of Finance without overriding the allocation, which contributed to bypassing the current exchange mechanism 1/12 due to the lack of a budget," noting that "the financial allocations for the accumulated vacations for former army members within the budget. It amounted to 44 billion dinars, while the actual need for the amount to be paid is 557 billion dinars, and despite that, the retirement authority was able to make a transfer in order to continue disbursing the allocations.
Closing the file for the end-of-service gratuity and accumulated vacations
The advanced cadre revealed that the end-of-service reward file for former army members was completely closed, and that some of the remaining transactions were due to the reasons for stopping them due to deficiencies or not meeting the conditions and controls, and some of them were returned to the Ministry of Defense, which has now begun to promote their transactions,” noting that “the Retirement Authority was able to spend 80% of the accumulated vacations, starting from the rank of soldier to the rank of colonel, began with the brigadier general, brigade and team stage. As for the heirs of the deceased, the largest segment was disbursed and a schedule was set to complete the disbursement until funding is provided for the categories from the rank of soldier up to the first team.
He pointed out that "the demonstrations carried out by the ranks of deputy officers, who number 145 thousand, are considered the largest pressure group, because paying the end-of-service stipend to them requires financing an amount of 160 billion dinars," noting that "the Retirement Authority is obligated to disburse amounts to the categories specified in the budget law, which I got the money for her."
Deductions from the pensioner's salary
With regard to the deductions imposed on the retired, he explained that “there are two cases referred to by the Unified Retirement Law No. 9 of 2014, which are government debts, which are called “premium debts” and the other is legal alimony for divorced women,” noting that “other cases imposed on the retired, such as loans and others, are They are imposed by the bank or the donor, and the authority is far from these deductions."
The advanced cadre pointed out that "the authority pays the full amount to the bank through the two types of MasterCard card, and it has no role in the deduction, which does not exceed 50% of the salary value based on the provisions of Article 33 of Law No. 9 of 2014, stressing that" its dealings are With banks, there is no dealing with electronic payment companies.
Regarding the audit campaigns for the transactions of retirees, the advanced cadre of the Commission confirmed, “The continuation of auditing the transactions of military and civil retirees with the Information Calculator Center and departments in Baghdad and the provinces, where there is a flow of the audit process without affecting the review of retirees, and for other audit campaigns, which are carried out by external parties, especially The Martyrs Foundation, where the audit process is carried out by the Foundation, and the Commission has nothing to do with it.

He pointed out that "the Pension Rights Calculation Department receives daily the transactions of the newly referred retirees, and on the same day the transaction is carried out according to the rules. The monthly referrals range according to the transactions received by the Retirement Commission and are completed from 5,000 to 6,000 transactions per month divided between civilian and military," explaining that "the transactions of The internal security forces, if they meet the conditions, the completion period is on the same day when the transaction is completed and the pension identity is delivered and after a month the retired receives his salary, in addition to the military service, it is added during the completion of the pension transaction, i.e. in the same period during which the transaction is completed and after which a decision is issued to calculate the service within a period For the retired person who wants to add them and have pension contributions confirmed in accordance with the law and legislation.
Conditions of Pension Entitlement - Retirement of the Successor
And he indicated that "the conditions of eligibility for the son or brother who deserve the salary until they reach the age of 18, while if they are students in preparatory studies up to 22 years and in university studies up to 26 years, as well as for the daughter or sister if she is not married to a husband and does not have a breadwinner salary." .
He explained that "if the widow does not marry and does not have a job salary, she is entitled to the salary of her deceased husband, while the husband and the father when they reach old age and do not have a salary, are entitled to the old-age salary at the age of 63," stressing that "the law in Clause Fourth of Article 26 excluded the son who has a total and permanent disability." from obtaining his power if he is less than fifty years old.
He continued, "There are cases that come to the authority from some sons over the age of fifty, while Law No. 26 of 2019 excluded the son who has a disability of more than 75% of people with special needs if he is over fifty."
He pointed out that "the one who resigned from the job before the law cannot return to her salary, but if she resigned after the law, the amendment of Law No. 26 and Amendment No. 9 of 2014, and this concerns the retirement of the successor, as Article 28 indicated that the share of one individual is 80% of the Aseel retirement, if it is two people, they will take 90%, in front of three people or more, they will take the nominal salary 100%, this is what is called successor retirement.
He pointed out that "the authority is one of the largest operating bodies in the country in terms of the number of retirees and the volume of amounts recorded in them," calling "the higher authorities, in the event of any decision regarding retirement and the retired segment, to consult the National Retirement Authority and, at the minimum, inform them to express their opinion."
He called "the higher authorities, especially the House of Representatives, in the current session, to host the National Retirement Authority to find out many problems and some legislation that overlaps with regard to money and incorrect disbursement, as there are laws that have been interpreted by several interpretations," calling "the Media Authority and all the competent bodies in this field to the necessity of Their interference in drawing the true map of the National Pension Agency with regard to the laws currently in force and operating in the country, as well as the legislation that was enacted previously and in a hurry.
The cadre also demanded “the Councils of Ministers and Representatives of the indebtedness of money to those who are entitled to it, as the retirement authority within the current budgets cannot pay the money regarding the differences as well as the laws in force, especially the transitional justice laws,” pointing out “the need for a real stand from all sides to stand with it, as well.” There are owed money that must be paid to those who deserve it, and this is a right demand for people on the National Pension Agency."
