Since the fall of Saddam 2003, Iraqi society has faced waves of problems and dangers, the effects of which are still eroding the body of the country exhausted by wars and conflicts. Perhaps one of the most prominent phenomena that has prevailed in recent years is the spread of rumors and fake and false news in the Iraqi cyberspace, which suffers from chaos that is difficult to control. In this atmosphere, special units and directorates of the Ministry of the Interior are working to combat it, while the judiciary is on the lookout for these rumors and their promoters, waving severe penalties, and the judiciary is demanding the adoption of the “Information Crimes” law to deter and curb this phenomenon.
In this regard, the Director of the Rumors Fighting Department at the Ministry of Interior, Brigadier General Nibras Muhammad Ali, said in an exclusive interview with “Al-Sabah”: “The Ministry of Interior, with direct directives from the Minister of Interior, worked to address all problems that arise in society, including the crime of rumor and news. Misleading, which has spread through the excessive and negative use of social networking sites, as well as the misuse of these sites and the cyber revolution that occurred in Iraq after 2003 and the lack of professional standards for the purpose of publishing and selecting news.
He stressed that "the Ministry of the Interior worked to confront this phenomenon through a questionnaire, and to rely on technical methods for the work of the questionnaire in how news was circulated in the Iraqi street."
He pointed out that "there is a monitoring department at the Ministry of Interior to combat rumors, which monitors misinformation, rumors and false news and works on analyzing them and breaking the main element that helps spread the rumor, which is ambiguity, through coordination with governmental and non-governmental agencies that target the rumor for the purpose of obtaining the correct answer. The right response and the right news.”
He continued: "There is also the monitoring of rumors and coordination with the relevant authorities for the purpose of taking legal measures in accordance with Article (179), which holds accountable those who spread rumors and misleading news, and the penalty is up to 10 years."
For his part, Judge Nasser Omran indicated, in an exclusive interview, that “in cyber crimes, there is a crime scene represented in the technical space, which is often a virtual space, and this matter requires new investigative tools available to the judge to reach the truth and reveal the perpetrator.”
He added, “Faced with the information revolution and its repercussions on the Penal Code; Informatics, according to what the (French Academy) sees, is the science of logical processing of information and information crimes, meaning that it is every illegal act that is done by means of a computer. However, it is a long-standing positional text that needs to respond to the requirements and challenges of the new phase related to the revolution in the field of technologies and cybercrime.”
He stressed that “there is an urgent need to issue a law on information crimes before the House of Representatives for the purpose of approving it.” Crimes seeking the assistance of technical experts to determine the date of their occurrence, the person who committed them, and the reasons that led the perpetrator to commit them.
