    The economic specialist, Nabil Al-Marsoumi, revealed serious information related to the establishment of schools within the Chinese agreement, as Chinese companies transfer school construction projects to secondary Iraqi companies, while they take 2 billion dinars for each school without effort, that is, a total of 2 trillion Iraqi dinars for a thousand schools without No actual intervention in the construction.
    Al-Marsoumi said in a post seen by “Yes Iraq”, that according to the information of the Ministry of Construction and Housing, the cost of building the school referred to Chinese companies amounted to about one million dinars per square meter, with higher specifications and with higher internal and external materials and finishes compared to the Iraqi companies that implemented the construction of schools in 2012 2013, at a cost of 1,250 million dinars per square meter.
    He added, "However, one of the engineers sent me a large file of about 50 pages, including a table of quantities related to the construction of some schools within the thousand schools that were referred to the Chinese companies Power China and Sino Tech, and it includes information completely different from the official Iraqi information."
     
    He added: "I will present for discussion the most important information in this file as it is, without adopting this information as final facts, but in order to identify the truth as it is, and the following presents these numbers and costs for these schools as they came from their source."
    According to the report, “the cost of building the school amounts to an average of 4 billion dinars for a school for 18 classes, and an average of 3.5 billion dinars for a school for 12 classes,” noting that “there is no adherence to the exact detailed number, but it is certain that the total amount exceeds 2 billion dollars for a total of 1,000 schools.” .
    He added, "I expected that the company designs, supervises and implements, and may refer some works to sub-companies, but after meetings and meetings with the company's staff, it became clear that the company does not undertake the design, implementation or supervision!"
     
    He pointed out that “the design and supervision of the Public Authority for Buildings / Ministry of Construction and Housing, as in the engineering plans and the attached schedules of quantities (which are very traditional designs and their paragraphs also do not require these double costs, as the rate of referring a contract to an 18-class school is about one and a half billion Iraqi dinars, and there are catastrophic technical notes in the plans.” The details of the armament are not about to go into, but they are very clear to every civil engineer who understands.”
    He continued, "The role of Chinese companies currently is to rent a place that is a house in one of the residential complexes and to refer the entire implementation of the school by them to Iraqi companies, with amounts not exceeding 2 billion Iraqi dinars for the school, while they have net profits of the same number without any actual effort."!
