    The security audit is a procedure imposed on the residents of these cities, according to which they are required to ensure the correctness of their security position at each visit to government departments in order to complete official identification papers, such as nationality, unified card and passports for all citizens, even newborns. The security procedure also includes university graduation certificates, applying for jobs, renting and purchasing Real estate and even sign up for commercial generators.

    The deputy in the Iraqi parliament representing Nineveh Governorate, Muhammad Nuri al-Abd Rabbo, revealed to Al-Araby Al-Jadeed that security and intelligence personnel had begun to withdraw from government departments in the province. Nineveh, as a prelude to canceling the security clearance.
    Al-Abd Rabbo added: "The withdrawal began gradually from the departments, as it first included the civil departments, and then it will include the departments related to the security services."
    Earlier, Representative Muhammad Nuri al-Abd Rabbo revealed major corruption deals during the security audit procedures, pointing out that the failure to implement two similar decisions earlier is due to the damage to the personal interests of some officers, who are working to blackmail auditors and obtain sums of money by obstructing their passage under the pretext of having security indicator.
    A security source in Nineveh Governorate and its local capital, Mosul, told Al-Araby Al-Jadeed that the intelligence personnel of the Ministry of Interior had withdrawn from the security audit centers at Mosul University, the Courts Complex and the Nineveh Traffic Directorate.
    The source indicated that the rest of the departments, such as nationality, passports, and the national card, still have security personnel in them, but without imposing the security clearance decision, pointing out that they are waiting for the new mechanism that regulates their work in the next stage, and explained that the previously mentioned departments received the transactions of auditors without going through Department of intelligence and security audit.
    On Wednesday evening, security leaders in Nineveh held a meeting with the governorate administration and a number of deputies to discuss a mechanism for implementing the Cabinet's decision to cancel the security audit.
    During the meeting, the Minister of Interior, Abd al-Amir al-Shammari, directed the security leaders, via a phone call, to adopt an appropriate mechanism to implement the decision. Al-Shammari said: "The decision has been taken and there is no reversal from its implementation, but the security leaders who have reservations (on the decision) must set a mechanism to implement the decision." He stressed that maintaining the security audit decision has become impossible.
    The Minister of Interior added, "It is possible to complete the security audit of the transactions and names of the auditors according to a new formula that does not exceed minutes and in the same government department, and away from the previous routine that requires several hours and sometimes several days."

    For his part, the representative of Nineveh, Khaled al-Obaidi, indicated, in a press conference held on Wednesday, that the security meeting focused on implementing the decision in a smooth manner without compromising the security of the liberated cities.
    Al-Obeidi said, "The decision to revoke security permits has been taken, and it must be implemented as soon as possible by all security agencies and sectors," stressing that the party that objects to its implementation will expose itself to legal accountability. He pointed out that the observations made by some security leaders will be dealt with accordingly, without prejudice to the implementation of the decision to stop approving the security audit.
    The street in Mosul is waiting for the situation between welcoming and waiting for the decision and skeptical about its implementation, since the security authorities in Nineveh did not abide by the implementation of the decision, which was issued twice during the past two years. 
    The researcher and expert on Iraqi affairs, Ghanem Al-Abed, told Al-Araby Al-Jadeed, "The decision issued by the Council of Ministers represents a step in the right direction, which comes as a commitment from Al-Sudani to the agreement under which the government was formed and includes in one of its paragraphs the abolition of the security audit."
    He warned of the existence of some obstacles to the implementation of the decision by some security agencies, especially since the issue has clear aspects of corruption and financial extortion operations in return for passing citizens' transactions with security.
    Al-Abed added, "The recent directive of the Minister of Interior calls for lifting the security audit, but it left room for the security leaders in Nineveh to implement it according to the security observations they made, which opens the door to the possibility of continuing the audit in the departments, but in new ways."
    And he continued, "The prime minister, the commander-in-chief of the armed forces, must issue clear and explicit directives that end the controversy over the implementation of the decision, and leave no doors for interpretation and judgment by some security leaders."
