Shafaq News/ The Iraqi Council of Ministers decided, on Tuesday, to protect the right of all officially licensed political parties to carry out their activities in the region and all governorates without exception. Exclusively the component itself.
Al-Sudani's media office stated, in a statement received by Shafaq News agency, that the Council of Ministers held its third regular session, headed by its Prime Minister, Muhammad Shia' Al-Sudani, to discuss the overall general situation in the country, discuss issues and files on the agenda, and issue decisions regarding them.
At the beginning of the session, Al-Sudani reviewed his official visit to the Federal Republic of Germany, and its most important outputs, stressing the government's seriousness in implementing the memorandums of understanding concluded, and the important paragraphs they contained that would contribute to developing the electricity sector and addressing the problems that the electricity system suffers from.
And the Council of Ministers continued to discuss its issues, and in the file of contractors with state ministries, and in continuation of the previous directives of the Prime Minister, regarding resolving this file, the Council approved the creation of the Ministry of Finance titles and job grades within the budget of departments and formations according to the details shown in the books of the Ministry of Finance, to install contractors before October 2. The first of 2019, on the permanent staffing from among the operational or planning expenses for each formation.
And the Council of Ministers issued a decision obligating ministries and entities not associated with a ministry and all government institutions to compensate job grades for the movement of owners from the Christian component exclusively from the children of the same component and other minorities, each according to its region, provided that the Federal Service Council undertakes to ensure the implementation of the decision in coordination with the aforementioned authorities through Announcing these grades duly.
With the aim of speeding up the completion of service projects implemented by the engineering and service effort team in unserved and populated areas, the Cabinet approved the following:
1- The exclusion of service projects implemented by the service and engineering effort team in the direct implementation method and the preparation of materials from Article (3) of the instructions for implementing government contracts (2 of 2014), and the instructions for implementing the federal general budget in force, and what is required for implementation work for various projects in the municipalities, water and sewage sectors. Electricity, education, health and any other works, for the purpose of achieving speedy completion and flexibility in the implementation of these projects.
2- Authorizing the service and engineering effort team to directly implement and divide one work for projects to develop the targeted shops, neighborhoods and streets until the end of 2023.
And based on the directives of the Prime Minister, which he emphasized earlier, regarding activating the electronic payment process in all aspects of our lives, due to its high level of protection and security, its shortening of time and effort, and its contribution to revitalizing the economy, the Cabinet approved the recommendation of the Ministerial Council of Economy which stipulated the following:
1- The Central Bank of Iraq facilitates the procedures for granting licenses to collect bank cards using points of sale (POS), and reduces commissions on banks and entities that use these devices.
2- Oblige all governmental, non-governmental and mixed departments, trade unions, associations and all centers in which amounts are collected to open bank accounts and provide point-of-sale devices for electronic payment (POS), pay by bank cards to collect money and to enable those who wish to pay with cards, while maintaining receipt cash together.
3- Obligating all private schools, universities, private colleges, and fuel processing stations of all types and locations throughout Iraq to open bank accounts and provide point-of-sale devices for electronic payment (POS), payment by bank cards to collect money and to enable those who wish to pay with cards, while maintaining the Cash receipt along with linking the renewal of work permits and the granting of licenses to practice the profession through the provision of these devices.
4- Obligating all commercial centers and stores of all kinds, restaurants, pharmacies, private medical clinics, stores, all retail and wholesale marketing outlets and licensed services that require payment for their interest within the boundaries of the Municipality of Baghdad and the centers of the governorates and districts throughout Iraq, to open bank accounts and provide point-of-sale devices for electronic payment (POS). Payment by bank cards to collect money and to enable auditors wishing to pay with cards, while maintaining cash receipt along with linking the renewal of work licenses and granting licenses to practice the profession through the availability of these devices.
5- All governmental and private banks provide point-of-sale devices for electronic payment (POS), payment by bank cards to the aforementioned entities and other customers to collect money electronically and throughout Iraq.
6- Exempting contracts and importing electronic payment and collection devices (points of sale (POS) devices, and automated teller machines (ATMs), related to payment and collection systems with bank cards, from customs fees and taxes in all forms, and this is included in the federal budget for the year 2023.
7- Exempting all electronic payment transactions (POS) from taxes.
8- It will be implemented as of June 1, 2023.
The Council of Ministers approved the recommendation of the Ministerial Council of Economy regarding postponing the collection of customs duties for goods and imported goods in the name of ministries and entities not associated with a ministry. Where it was agreed to postpone the collection of customs duties for imported goods and commodities in the name of ministries and entities not associated with a ministry, including the Military Industrialization Authority (exclusively), unless the contract stipulates that the exporter bears those fees, taking into account the following conditions:
1- The letter addressed to the Ministry of Finance / General Authority for Customs must be signed by the Minister or the authorized representative of the Minister.
2- That the amount of the contract be allocated in the federal general budget of the Republic of Iraq.
3- The postponement includes imported materials and goods that are not protected by the Iraqi Products Protection Law (11 of 2010), and the agricultural calendar that covers the actual need of the country.
4- The competent sectoral authorities prepare lists of national commodities and products that are sufficient to meet the local need and provide the Ministry of Finance / General Authority for Customs with the lists on a regular basis every month.
5- Reconsider the postponement (every six months).
In the same context, the Council of Ministers approved the amendment of Cabinet Decision (65 of 2022) regarding imported goods for the public and private sectors that are exempt from fees at border crossings, according to the following:
1- Paragraphs (3 and 4) of the decision shall be repealed and replaced with the following:
Formation of an investigative team of the general directors of the legal departments or whomever they authorize on behalf of (the National Investment Commission, the Federal Bureau of Financial Supervision, and the Government Contracts Department in the Ministry of Planning, and they meet at the headquarters of the General Authority for Customs headed by the representative of the Bureau of Financial Supervision), to audit all exemption requests and refer them to the General Commission Customs to take the necessary action according to the approved contexts. And adopting government e-mail in correspondence, provided that each request is settled within a week from the date of its receipt by the committee.
2- Amending Paragraph (5) of the Resolution to become as follows:
(The aforementioned audit team, in conjunction with the Investigation and Anti-Smuggling Department of the General Authority for Customs, is authorized to follow up on the exempted materials for the beneficiaries and not to leak them to the local markets).
The Council of Ministers discussed other issues on the agenda, and issued the following decisions:
First / The Ministry of Justice undertakes contracts with the Police Martyrs Fund in the Ministry of Interior, and specialized companies in the Ministry of Industry and Minerals, to equip the Notary Public and Real Estate Registration Departments with security agencies and real estate bonds, provided that the amounts achieved from the contract are paid after the budget is approved, and the financial allocation is available and confirmed. with the concluded contract.
Second/ Approval of the recommendation of the Diwani Affairs Committee (22380), which was composed to follow up on the implementation of the ministerial curriculum (paragraph I-13), according to the following:
Emphasizing the right of all parties duly registered with the Independent High Electoral Commission to exercise their constitutional political activities and activities in the region and all governorates in accordance with the law.
Third/
1- The Ministry of Planning calculates the workloads completed for the project to purchase modern aircraft to Boeing, and informs the Ministry of Finance of launching and financing the necessary amounts for that.
2- The Ministry of Finance will include the project’s allocations within the draft federal budget law for the fiscal year 2023/2023.
Fourth / Approval of canceling paragraph (2) of Cabinet Resolution (369 of 2021), and re-linking (the Department of Reservoirs and Fields Development, and the Department of Petroleum Contracts and Licenses) to the Federal Ministry of Oil, based on the decision of the Federal Supreme Court.
Fifth / Financing the Iraqi Media Network with an amount of (7) billion dinars from the Ministry of Finance, according to the mechanism followed by Cabinet Resolution (15 of 2022), and the amount is funded by the Office of the Prime Minister.
Sixth / Approval of the draft law on the accession of the Republic of Iraq to the basic system of food security, which entered into force on February 19, 2018, and referring it to the House of Representatives based on the provisions of Articles (61 / item first, and 80 / item second) of the constitution.
Seventh / Approving the secondment of the services of the Director of the Information and Communications Technology Department in the Oil Marketing Company (one of the formations of the Ministry of Oil), to work in OPEC to occupy the position of (Director of the Information Services Department, Grade B) for a period of two years, renewable for a period of one year as a maximum, according to the provisions of Article ( 38) of the amended Civil Service Law (24 of 1960), and Resolution No. (1626 of 1983), provided that the beneficiary shall bear the payment of all its financial dues during the secondment period.
