    Shafaq News/ Today, Tuesday, Iraqi Prime Minister Muhammad Shiaa Al-Sudani chaired the seventh regular session of the Council of Ministers, which witnessed the discussion of the general situation in the country, the discussion of a number of service, economic and social issues, the deliberation of files on the agenda and the taking of the necessary decisions regarding them.



    The Prime Minister's Media Office said that, in continuation of the implementation of the administrative reform process; During the session, the Council President directed the following:
    1- Obligating all ministries and government formations to complete the entry of their employees’ data into the employee registration and pension collection program for the State Employees’ Retirement Fund, while updating the variables that occur to employees on an ongoing basis.
    2- Notifying the Ministry of Finance/State Employees Retirement Fund and the General Secretariat of the Council of Ministers of the formations that are reluctant and reluctant to register and update their employee data.
    3- The Federal Financial Supervision Bureau shall review the names of the formations indicated in Paragraph (2), and approve the possibility of responding to registering employee data within the performance evaluation indicators of ministries and general directors.
    4- Stopping funding for departments that do not respond.
    According to the statement, the Council of Ministers followed up on energy sector projects and approved the recommendations submitted by the Ministerial Council for Energy, which included:
    First/ Recommendation No. 24008, of 2024, which includes:
    1. Inclusion of the contract for eastern Baghdad, the southern part, by Cabinet Resolution (23169 of 2023) regarding the recommendation of the Ministerial Council for Energy, which includes social benefits for licensing round contracts, and the addition of $10 million for social benefit projects, provided that it is recycled for subsequent years if it is not spent and is counted as petroleum costs. Refundable. 
    2. Including the Artawi field development project by allocating $10 million annually (excluding the allocations of contractual clause 27-5), to implement social benefit and infrastructure projects, provided that it is recycled for subsequent years, in the event that it is not spent and is counted as recovered petroleum costs.
    Second: Recommendation No. 24007 of 2024, which includes:
    - Increasing the financial authority of the Director General of the Iraqi Drilling Company to 30 billion dinars, for the partnership contract concluded with Al-Majal Oil Services Company, to meet the needs of the Iraqi Drilling Company in maintaining and rehabilitating the service equipment attached to the drilling towers, as an exception to the Council of Ministers’ Resolution (90 of 2009) for this contract. For one year.
    Third/ Recommendation No. 24006 of 2024, which includes:
    1. Including the financial authority granted to the Deputy Prime Minister, Minister of Oil, for the profit-sharing contracts for the fifth round, its annex, and the sixth round, and the integrated gas development contract concluded with TOTAL to $250 million. 
    2. Reviewing the procedures according to which the joint management committee was granted the authority to award and contract for $100 million, including the integrated gas preparation project, the fifth licensing rounds and its annexes, and the sixth round of authority.
    The Council of Ministers also approved the recommendations of the minutes of the joint meeting regarding financing combined cycle projects for the (Mansouriyah gas stations, Diwaniyah gas stations, and Khor al-Zubair gas stations) from the Iraqi-Chinese Fund. Because of its importance in improving the level of electrical energy supply, reducing the costs of energy production, and its positive impact on the environment.
    The Council of Ministers agreed to authorize the Ministry of Higher Education and Scientific Research to disburse accumulated and unspent incentives in accordance with the amended instructions of the Higher Education Fund (122 of 1999). To establish central laboratories after the Federal Office of Financial Supervision approved the validity of the balances of the accumulated amounts until the entry into force of the Fourth Amendment to the instructions of the Higher Education and Scientific Research Fund (1 of 2023), in order to create a suitable environment for scientific research that provides scientists and researchers with the place and tools necessary to conduct research that leads to new discoveries, It contributes to developing the educational environment in the aforementioned ministry and academic research bodies, in a way that advances knowledge acquisition, exploration, development, examination and realization.
    The Council of Ministers followed up on service projects and the progress of their implementation, and took a number of decisions related to accelerating and facilitating completion, according to the following:
    First/Approval of the following:
    1. Increasing the reserve amount by (12.017%) to become (21.972%) instead of (9.955%) for the main project (implementation of business infrastructure (water, electricity, communications) with the first phase of (municipal, sewage) works to secrete bricks and palm trees (employees) .
    2. Increasing the total cost of the aforementioned project by (15,478,231,572 dinars), equivalent to (10.72%) of the project cost, so that the total cost becomes (159,250,972,002 dinars), instead of the approved cost (143,831,000,000 dinars).
    3. Amending the name of the project to be (Implementation of business infrastructure: water, electricity, communications) with the first phase of (municipality, sewage) works to secrete the brick and palm tree (employees) and secretion of 11/8 of Khartoor), instead of (Implementation of business infrastructure (water, Electricity, communications) with the first phase of the works (municipal, sewage) to secrete the brick and palm tree (employees).
    4. Emphasis on Basra Governorate to exercise accuracy in preparing bills of quantities for projects, and to take into account future expansions.
    5. Basra Governorate is responsible for the accuracy of the data and prices sent to the Ministry of Planning.
    Second: Approval of the following:
    1. Increasing the reserve amount for the project (building a traditional 18-class school in Anbar Governorate/Al-Qaim on the plot of land numbered (8081/133/m21) included as a component of the project to build (30) primary schools with a capacity of 18 classes in Anbar Governorate (Al-Qaim, Haditha, Fallujah, Ramadi, Hit Al-Karma), by (6.642%), becoming (16.642%) instead of (10%), and within the total cost of the main and component project, and Anbar Governorate bears the validity and accuracy of all data and information submitted to the Ministry of Planning.
    Third: Approval of the following:
    1. Increasing the total cost of the project to expropriate the plot of land on which the Iraqi Anti-Corruption Academy building was built by (10,284,000,000) dinars, to become (15,284,000,000) dinars, instead of (5,000,000,000) dinars, with an increase rate of (205.68%) on the total cost. The project.
    2. The Federal Integrity Commission bears the accuracy and validity of the information and data provided to the Ministry of Planning, and is responsible for the amounts added in accordance with the principles and controls in force in the Tax Department and the Real Estate Registration Department, based on the judicial decision issued by the Karkh First Instance Court.
    Third: Approval of the following:
    1. Increasing the reserve percentage for the project (construction of the second corridor of the Kuwer-Erbil road, 35 km long) to (18.77%) instead of (10%).
    2. Increase the total cost of the project by (1,730,816,000 dinars), to become (24,291,486,000 dinars) instead of (22,560,670,000 dinars), with an increase of (7,671%) over the total cost.
    3. Nineveh Governorate is responsible for the accuracy and validity of all data and information submitted to the Ministry of Planning.
    Fourth: Approval of the following:
    1. Inclusion of a component called (unfinished works for the project to demolish Abu Al-Khasib Kindergarten and build 18 classrooms, three typical floors) at a total cost (740,947,275 dinars), within the main project (building 6 schools and two kindergartens, demolishing and rebuilding two schools and a kindergarten, and building 2 additional classrooms And a workshop for schools in Abu Al-Khasib) at a total cost of (17,599,005,000) dinars.
    2. Increase the reserve percentage for the component (uncompleted works of the project to demolish Abu Al-Khasib Kindergarten and build 18 classrooms, three typical floors) by (24.592%) to become (30.237%) instead of the remaining (5.795%) of the reserve.
    3. Including a component called (unfinished work for the project to build an 18-grade school, in the military district) at a total cost of (428,756,200) dinars within the main project mentioned above.
    4. Increasing the reserve percentage for the component (unfinished work for the project to build an 18-grade school, in the Military District) by (24.731%) to become (32.70%) instead of (7.97%).
    5. Imposing a violation on the governorate by announcing and contracting for complementary works for the two schools and the stated costs, without referring to the Ministry of Planning. The Basra Governorate is responsible for the accuracy and validity of all data and information submitted to the Ministry of Planning.
    Fifth: Approval of the following:
    1. Increasing the reserve amount for the contract (construction of a multi-storey building (G+2) and construction of the Wasit Security Building) included within the components of the project (Wasit Security Directorate Building) included in the investment budget tables of the Iraqi National Security Service for the year 2021 by (14.91%) after... Round to (24.91%) instead of (10%).
    2. Increase the total cost of the component by (568,626,800 dinars) to become (4,927,022,280 dinars) from (4,358,395,480) dinars.
    3. Increase the total cost of the project by (536) million dinars to become (5,085,000,000 dinars) instead of (4,549,000,000) dinars, with an increase rate of (11.8%) after rounding off the total cost of the project.
    4. The Iraqi National Security Service bears the accuracy and validity of all data and information submitted to the Ministry of Planning, and is responsible for the prices and specifications indicated in the list of required spare parts, and bears responsibility for addressing the observations indicated in the letter of the Federal Office of Financial Supervision.
    Sixth: Approval of the following:
    1. Increase the amount of reserve for the component (construction of the Gulf Emergency Regiment building) by (13.357%) to become (23.356%) instead of (9.999%) included as a component within the main project (construction of buildings for the Basra Police Command, number 16) in relation to the tab (2-47- 1-4-1-3-16).
    2. Increase the total cost of the main project referred to in Paragraph (1) above, by (37,103,130 dinars), so that the total cost of the main project becomes (18,306,469,130 ​​dinars) instead of (18,269,366,000 dinars).
    3. Imposing a violation on the governorate that received the project from the beneficiary entity without obtaining the proper approvals to increase the cost of the project, and the executing entity implementing the paragraphs of the replacement order for changing the fence restoration paragraph to the demolition and reconstruction of the fence paragraph, which requires an increase in cost without signing a contract annex to the order. The required spare parts, and their implementation without obtaining the approval of the Ministry of Planning, which contradicts the general conditions for civil engineering works, the work regulations for change orders, and the instructions for implementing government contracts (2 of 2014).
    4. Basra Governorate is responsible for the accuracy and validity of all data and information submitted to the Ministry of Planning.
    Seventh: Approval of the following:
    1. Increasing the reserve percentage for the component (implementing the infrastructure for water and electricity works, with the first phase of the (municipal and sewage) works to release 56 Qibla, including the work of the Al-Ahrar and Allawi Al-Mukhdar Foundation and delivering services to the (Martyrs and Political Prisoners) foundations by (4.880%) to become (14.87). %) instead of (9.99%).
    2. Increasing the total cost of the main project (infrastructure works for (17) areas in the center of Basra Governorate) by (1,746,552,320) dinars, so that the total cost becomes (702,533,370,911 dinars) instead of (700,786,818,591 dinars), by (0.25%) Of the total approved cost of the main project, the percentage of previous and current increases becomes (3.56%) on the total approved cost.
    3. Emphasizing that Basra Governorate should exercise accuracy in preparing bills of quantities for projects, and take into account future expansions of the region. Due to the increase in housing and the addition of new streets, especially since the project was listed in 2020 and is subject to the controls of government contracts implementation instructions (2 of 2014), Basra Governorate bears the accuracy and validity of all data and information submitted to the Ministry of Planning.
    Eighth/ Approval of the following:
    1. Increasing the reserve percentage for the component (re-studying and modifying the prepared designs and implementing rain and heavy water sewer networks and stations with conveyor lines, with the establishment of a heavy sewer treatment project in accordance with international standards approved in the sewerage sector, with paving, cladding, side molding works and sidewalks for the streets included in the basic design in Shatt al-Arab District) by (12.059%) to become (21.918%) instead of (9.859%), which was implemented within the governorate’s jurisdiction.
    2. Increasing the total cost of the main project (study, designs and implementation of rainwater and heavy water networks and stations with conveyor lines and treatment stations for heavy sewage and municipal works, number 15 in (Khor Al-Zubair, Abu Al-Khasib, Umm Qasr, Shatt Al-Arab, Al-Haritha, Izz Al-Din, Al-Qurnah, Al-Sharsh). , City, Al-Thaghr) city center by (9,957,836,550 dinars) to become (1,187,264,914,042 dinars) instead of (1,177,307,077,492 dinars), with an increase rate of (1,214%) of the total approved cost, so that the sum of the percentage of previous and current increases (44.788%) of the total cost approved for the main project.
    3. Emphasis on Basra Governorate to exercise accuracy in preparing bills of quantities for projects, and to take into account future expansions. The Governorate bears responsibility for the accuracy and validity of all data and prices submitted to the Ministry of Planning.
    Ninth: Approval of the following:
    1. Increasing the reserve amount by (3.558%) to become (27.759%) instead of (24.201%) for the component (implementing rainwater and heavy water sewer networks and stations, and paving and covering streets in the center of Safwan district) within the main project (paving and implementing rainwater networks in the district (Al-Thaghr, Al-Qurnah, Izz al-Din Salim, al-Deir, al-Faw, Shatt al-Arab, Medina, Imam al-Sadiq, Safwan, Umm Qasr, al-Haritha) listed next to the tab (Investment Type 2/Chapter 47/Section 1/Chapter 3/Article 9/Type 1 /sequence 5).
    2. Increase the total cost by (647,711,864 dinars) for the project mentioned in Paragraph (1) above, so that the total cost becomes (168,579,800,864 dinars) instead of (167,932,089,000 dinars), with an increase of (0.385%) over the adjusted total cost, and by (4.14%) on the approved cost.
    3. Establishing a violation against Basra Governorate, which received the project from the beneficiary without obtaining proper approvals to increase the cost of the project. As a result of the replacement order resulting from the discovery of damages and obstructions, which conflicts with the controls for resuming work for projects that were stopped based on Cabinet Resolutions (347 of 2015) and (170 of 2019), in which it was stated that work will not be resumed until the issue of damages and obstructions is resolved. Basra Governorate bears responsibility for all priorities submitted to the Ministry of Planning.
    Tenth: Approval of the following:
    1. Increasing the reserve percentage for the project contract (construction of a conference hall in Al-Qaim), which is included as a component of the project (construction of government buildings, halls, and houses for local administration in the districts and districts of the governorates) in relation to the classification (4-1-1-14) by (24.38%) to become an amount (34.238%) instead of (10%), and within the total cost of the main and component project, provided that Anbar Governorate bears the validity and accuracy of all data and information submitted to the Ministry of Planning.
    Eleventh/ Approval of the following:
    Expropriation of the two properties (1204/18) and (1206/18), Jubaila District (1) / Basra Governorate, by the Ministry of Water Resources, owned by the General Directorate of Water and Sewerage, in accordance with the expropriation law.
