Representatives: The real budget deficit will decrease to 40 trillion dinars

Baghdad / Firas Adnan
Representatives saw that the real budget deficit will decrease to 40 trillion dinars, stressing the need to bridge it through the government’s success in implementing its investment plan, pointing out that the Nowruz holidays delayed the start of discussions on the law, stressing that Parliament will focus its work on it starting from this week until its approval. no later than the end of next month.
Representative Moin Al-Kazemi said, "There is a fear among some representatives of the planned deficit in the budget according to the government project, which amounts to 64 trillion dinars, and they are calling for its reduction."
Al-Kazemi added, "This budget was drawn up for three years, and we can cover the deficit for the current year, depending on the previous financial abundance."
He pointed out, "The problem will appear in the next two years, and therefore there are demands to reduce the deficit, because we are facing a natural concern that must be taken into account."
Al-Kazemi pointed out, "Expectations indicate that we will approve the budget at the end of next month, that is, with a time limit ranging from 30 to 45 days, which is the maximum."
And he stated, “Serious work on the law will start during the current week, as the sessions will inevitably be devoted to the coming days in order to present the draft to the first reading.”
Al-Kazemi stressed that "most of the issues related to the country are related in one way or another to the budget, and its approval has become a public demand."
And he noted, “The constitution stipulates that the legislative term in which the budget enters parliament does not end without its approval, and this means that we will not enjoy a new legislative recess until after voting on the law.”
Al-Kazemi believes that “the Newroz holidays and the preoccupation with discussions of the election law have hindered the presentation of the law for the first reading.”
He stressed, "Parliament will focus its attention on the law from now on, and the Finance Committee is determined to complete all its work on its observations as soon as possible."
And Al-Kazemi continues, “The government draft carries a financial amount of 197 trillion and 500 billion dinars, of which 47 trillion is for the investment side and 150 trillion dinars is for the operational side.”
He explained, "These figures mean that 75% of the budget will be for the consumption side related to salaries and ration cards, and 25% to the investment side related to construction and urbanization."
And Al-Kadhimi went on, that "all political forces agree on the need to finalize this law, to which many of the paragraphs of the ministerial curriculum of Muhammad Shia'a Al-Sudani's government are linked, especially those related to service projects that need allocations for their implementation."
For his part, Representative Firas Al-Maslamawi spoke of “a political consensus, especially within the components of the state administration coalition, to pass the budget as soon as possible.”
Al-Maslamawi continued, "The services provided to the Iraqis, according to the ministerial curriculum, need financial allocations to be provided through the budget."
He pointed out, "The political differences have been agreed upon, especially those related between the federal government and the Kurdistan region."
Al-Maslamawi stated, “The representatives will conduct a review of the draft sent by the government in order to match it with the ministerial curriculum and amend the items that need to be amended.”
And he stressed, "The deficit that is being talked about in the budget is planned and will be covered through the difference in the price of a barrel of oil."
Al-Maslamawi continues, “The statements made by the experts, and through communication with them, showed us that the price levels of a barrel of oil will not fall below what was set by the budget, and therefore there is no fear about the deficit.”
And he finds, “The real deficit of the budget, according to these data, will be about 40 trillion dinars, after oil succeeds in filling 24 trillion dinars of it.”
Al-Maslamawi went on to "call on the government to fully implement its investment plan that I mentioned in the budget in order to gain the satisfaction of the Iraqi people, and then completely fill the deficit."
Representative Hassan Al-Asadi agrees with Al-Maslamawi, regarding “there is a great consensus among the political blocs on the need to speed up approving the budget.”
Al-Asadi continued, "The law practically affects the provision of services, and its approval helps implement the ministerial platform of the Sudanese government, which Parliament voted on last year."
He pointed out that “service projects related to the provision of electric power and water and the establishment of schools and hospitals are awaiting the allocations that the budget will carry with them.”
Al-Asadi revealed, “Most members of Parliament, especially those who join the State Administration coalition, are inclined to pass the law before the end of the current month of Ramadan.”
And he stated, "Parliament will witness in the coming days an intense movement at the level of meetings, whether within the relevant committees or with the ministries."
Al-Asadi concluded, “The price of a barrel of oil is determined by the government, and if there are indications of its decline in a way that widens the deficit gap, joint sessions will be held with the relevant ministries to avoid the matter and search for appropriate alternatives.”
The Council of Ministers had voted in the middle of this month on the draft budget law for three years, but Parliament has not started discussing it until now, so it is still in the office of Council Speaker Muhammad al-Halbousi, awaiting the agenda to complete the first reading and then refer it to the Finance Committee so that it takes its way in Legislation in accordance with the constitutional and legal contexts.
